惠州石化升級(jí)項(xiàng)目加氫裝置128單元高壓調(diào)節(jié)閥招標(biāo)公告

1.受中海油惠州石化 （以下稱為“招標(biāo)人”）委托，就中海油惠州石化 2200萬(wàn)噸/年煉油產(chǎn)品結(jié)構(gòu)優(yōu)化及質(zhì)量升級(jí)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC?International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to?as “Tenderee” ), intends to purchase the Goods and the relevant services required?under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive?Bidding. The Bidders are kindly requested to provide the following Goods and?services with sealed bids.

  2.對(duì)投標(biāo)人的資格、業(yè)績(jī)及證書要求：

Requirements for Qualification，reference and Classification of Bidder:

 （1）資格要求

Requirements for Qualification of?Bidder

 投標(biāo)人應(yīng)為所投貨物的制造商(包括制造廠商所在集團(tuán)公司內(nèi)負(fù)責(zé)銷售的公司）。如果投標(biāo)人是制造廠商所在集團(tuán)公司內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供聲明，說(shuō)明投標(biāo)人與制造廠商隸屬同一集團(tuán),負(fù)責(zé)投標(biāo)貨物的銷售工作。

The bidder shall be the manufacturer of proposed goods (including the product sales company within the manufacturer's group).If the bidder is a company responsible for sales within the manufacturer's group, it shall provide a statement stating that the bidder and the manufacturer belong to the same group and are responsible for the sales of the bid goods.

如果投標(biāo)人為境內(nèi)注冊(cè)公司，需提供有效的營(yíng)業(yè)執(zhí)照（具備獨(dú)立法人資格）復(fù)印件，并加蓋公章（以上證明文件在年審有效期內(nèi)）；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。

If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);

If the bidder is an overseas registered company, it shall provide valid company registration certificate.

 （2）業(yè)績(jī)要求：

Requirement?for Bidder's reference:

投標(biāo)人必須具有在2007年1月1日至2017年1月1日簽署的應(yīng)用于國(guó)內(nèi)石油化工項(xiàng)目160萬(wàn)噸/年及以上蠟油加氫或渣油加氫裝置的熱高壓分離器角型調(diào)節(jié)閥銷售業(yè)績(jī)合同（至少提供兩個(gè)項(xiàng)目的銷售業(yè)績(jī)合同）。每個(gè)業(yè)績(jī)中，壓力等級(jí)為2500LB及以上的熱高壓分離器角型調(diào)節(jié)閥數(shù)量不少于2臺(tái)。

 The?bidder must hA/Ve angle control valves sales performances for hot HP separator of 1600 KTA ((or greater) Hydrocracking Plant for wax oil or residual oil with contract signature date between Jan 1st, 2007 and January 1, 2017 (at least 2 project sales performances).In each sales performance,  the quantity of the hot HP separator angle control valves with pressure grade equal or greater than CLASS 2500LB should not be less than 2 sets.

 投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件證明。業(yè)績(jī)證明文件包括但不限于：無(wú)價(jià)銷售合同影印件（含相關(guān)技術(shù)附件）以及其他證明材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：項(xiàng)目名稱、裝置名稱與規(guī)模、簽約日期、設(shè)備名稱（熱高壓分離器角型調(diào)節(jié)閥）、角型調(diào)節(jié)閥數(shù)量及磅級(jí)等內(nèi)容。 未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證項(xiàng)目名稱、裝置名稱與規(guī)模、簽約日期、設(shè)備名稱（熱高壓分離器角型調(diào)節(jié)閥）、角型調(diào)節(jié)閥數(shù)量及磅級(jí)等內(nèi)容，均視為無(wú)效業(yè)績(jī)。

The bidder should submit the performance references and furnish?reference List in given form, and provide corresponding documentary?evidence. The?documentary evidence shall?include but not limited to: photocopies of?un-priced?sales contract (including technical appendix) and other evidentiary?documents. The?evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: project name, the plant name and capacity, signature date of contract, device name (the hot HP separator angle control valve), angle control valve quantities and pressure grade, etc. If no documentary evidence?furnished, or documentary?evidence?furnished can not demonstrate project name, the plant name and capacity, signature date of contract, device name (the hot HP separator angle control valve), angle control valve quantities and pressure grade,?the relevant reference will be deemed unvalid.

 （3）證書要求

Requirement?for Bidder's certification:

 投標(biāo)人應(yīng)按提供以下證書：

防爆等級(jí)（不低于Exia II CT4）、防護(hù)等級(jí)（不低于IP65）證書。

 The bidder should submit the following certification:

anti-hazard classsificaiton（not lower than Exia II CT4）, level of protection classsificaiton(not lower than IP65) .

   3. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2020年9月18日開始至2020年9月25日止，
