尼木瑪曲（縣城段）生態(tài)修復與綜合治理工程勘察設計項目澄清說明
致：各潛在投標人
我公司招標代理“尼木瑪曲（縣城段）生態(tài)修復與綜合治理工程項目”，根據(jù)西藏疫情防控要求現(xiàn)作出以下通知:
1.該項目實行《關(guān)于 領(lǐng)域工程建設招投標項目實行線上“不見面”開標的通知》文件要求，采取線上“不見面開標大廳”進行開標。各投標人無需到現(xiàn)場開標，并取消招標文件里要求開標現(xiàn)場遞交紙質(zhì)投標函、電子文檔、其他相關(guān)原件。開評標以投標人上傳的電子投標文件為準，請各潛在投標人做好線上“不見面”開標的各項準備工作。
2.投標人開評標時需保持在線狀態(tài)，因投標人授權(quán)解密異常導致現(xiàn)場無法讀取投標文件的將視為無效投標，一切后果由投標單位自行承擔。
3.各投標人應隨時保持在線狀態(tài)，以便評標委員會對投標文件提出疑問時進行解答。如出現(xiàn)疑問且未能聯(lián)系到投標人，評標委員會有權(quán)對有疑問的投標文件作出不利于投標人的解釋。
不見面開標注意事項如下:
1.投標人應及時關(guān)注所參與項目在“拉薩市 網(wǎng)”發(fā)布的項目澄清公告，認真閱讀澄清公告內(nèi)容，準時參加線上不見面開標會。不見面開標操作流程詳見拉薩市 網(wǎng)首頁-辦事流程-資料下載-見面開標操作手冊(投標人篇或供應商篇)。
- 投標人無須提供投標原件，上傳到平臺的電子投標文件所提供資料的真實性由投標人自行負責。
3.在完成開標之前，投標人應保持實時在線和 4.在不見面開標過程中如遇到技術(shù)問題，請及時與拉薩市 平臺技術(shù)支持聯(lián)系。
