D.授權(quán)要求： a.如果投標(biāo)人為超聲波流量計(jì)制造商或超聲波流量計(jì)制造商同一集團(tuán)下的公司（特指以下兩種情形：一、與超聲波流量計(jì)制造商有相同的控股母公司；二、超聲波流量計(jì)制造商控股的子公司），投標(biāo)人應(yīng)取得成橇商全球范圍內(nèi)對(duì)本項(xiàng)目投標(biāo)的合法唯一正式授權(quán)，授權(quán)內(nèi)應(yīng)明確投標(biāo)人在已授權(quán)成橇商的工廠內(nèi)集成計(jì)量橇系統(tǒng)；投標(biāo)人為流量計(jì)制造商同一集團(tuán)下的公司，需提供股份情況說(shuō)明文件。
b.如果投標(biāo)人為計(jì)量橇成橇商，投標(biāo)人應(yīng)取得超聲波流量計(jì)制造商或流量計(jì)制造商同一集團(tuán)下的公司（特指以下兩種情形：一、與超聲波流量計(jì)制造商有相同的控股母公司；二、超聲波流量計(jì)制造商控股的子公司）全球范圍內(nèi)對(duì)本項(xiàng)目投標(biāo)的合法唯一正式授權(quán)，授權(quán)內(nèi)應(yīng)明確超聲波流量計(jì)在投標(biāo)人的工廠內(nèi)集成計(jì)量橇系統(tǒng)；流量計(jì)授權(quán)由流量計(jì)制造商同一集團(tuán)下的公司出具的，需提供股份情況說(shuō)明文件，同一集團(tuán)僅允許出具一份授權(quán)，若同時(shí)出現(xiàn)多份授權(quán)則全部授權(quán)視為無(wú)效。
c.投標(biāo)人以自己制造的貨物參與投標(biāo)的，不能再將此貨物同時(shí)授權(quán)給其他供應(yīng)商參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。
d.投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與本項(xiàng)目投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。
e.同一個(gè)集團(tuán)下的子公司之間，母子公司之間的資質(zhì)業(yè)績(jī)不能共用。
D.Authorizationrequirements: a.Ifthebidderisamanufacturerofultrasonicflowmeteroracompanyunderthesame group(specificallyreferringtothefollowingtwosituations:1.havingthesameshareholding astheultrasonicflowmetermanufacturer;2.asubsidiarycompanyownedorcontrolledby theultrasonicflowmetermanufacturer),thebiddershallobtaintheskidder'sgloballegal soleofficialauthorizationforthisbiddingandshallintegratethemeteringsystematthe authorizedskidder'splantintheauthorization.Thebidderisacompanyunderthesame groupastheflowmetermanufacturerandisrequiredtoprovideadocumentexplainingthe shareholdingsituation.b.Ifthebidderisameteringskidder,thebiddershallobtainthelegalandsoleofficial authorizationgloballyforthisbiddingfromthemanufactureroftheultrasonicflowmeteror acompanyunderthesamegroup(specificallyreferringtothefollowingtwosituations:1. havingthesameshareholdingastheultrasonicflowmetermanufacturer;2.asubsidiary companyownedorcontrolledbytheultrasonicflowmetermanufacturer)andshallintegrate theauthorizedultrasonicflowmeterintothemeteringsystematitsplantinthe authorization.Iftheflowmeterauthorizationisissuedbyacompanywithinthesamegroup astheflowmetermanufacturer,adocumentexplainingtheshareholdingsituationmustbe provided.Onlyoneauthorizationisallowedwithinthesamegroup.Ifmultiple authorizationsappearsimultaneously,allauthorizationswillbeconsideredinvalid. c.Ifabidderisbiddingwiththeirownmanufacturedgoods,theycannotauthorizeother supplierstobidatthesametime,otherwiseallrelatedbidswillberejected... d.Thebidderwillauthorizetheauthorizedgoodstootherbiddersandbidthisproject,all relatedbidswillberejected. e.Thequalificationsandperformanceofsubsidiariesunderthesamegroupandbetween parentandsubsidiarycompaniescannotbeshared.（2）資質(zhì)要求及證明文件 （2）RequirementsforQualificationofbidder andcertificate.1 投標(biāo)人需同時(shí)提供滿足以下（一）（二）兩項(xiàng)要求的證明文件。
（一）投標(biāo)人需提供成橇商的特種設(shè)備生產(chǎn)許可證（以下 a、b 兩項(xiàng)中滿足其一即可）：a.許可項(xiàng)目為壓力管道元件制造，子項(xiàng)目為元件組合裝置的中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證；b.許可項(xiàng)目為壓力容器制造，子項(xiàng)目為固定式壓力容器其他高壓容器（A2）或大型高壓容器（A1）的中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證。
（二）投標(biāo)人需提供超聲波流量計(jì)制造商的中華人民共和國(guó)計(jì)量器具型式批準(zhǔn)證書(shū)，型式批準(zhǔn)產(chǎn)地必須與流量計(jì)產(chǎn)地一致。
1.Thebiddermustprovidethefollowingvalidqualificationcertificates: (I)Thelicenseshallmeeteitherofthefollowingtwoitems:a. Thelicense'spermititemismanufactureofpressurepipingcomponents.The license'spermitsub-itemisComponentcombinationdevice; b. (II)BiddershallprovideUltrasonicFlowmeterManufacturer'sLicense.Ultrasonic flowmetermanufacturerneedstohavePATTERNAPPROVALCERTIFICATEOFTHE MEASURINGINSTRUMENTSOFTHEPRC.TheOriginofInstrumentsmustbesame withtheflowmeter'sorigin.（3）業(yè)績(jī)要求 （3）RequirementforBidder'sreference投標(biāo)人同時(shí)滿足以下三項(xiàng)業(yè)績(jī)情況： Thebiddershallmeetallofthefollowingthreeconditions: 業(yè)績(jī)要求（一） 投標(biāo)人自 2009 年 1 月 1 日至投標(biāo)截止之日（以到貨驗(yàn)收證明材料時(shí)間為準(zhǔn)），在中國(guó)境內(nèi)具有一個(gè)合同的天然氣貿(mào)易計(jì)量橇供貨業(yè)績(jī)，且同時(shí)滿足以下要求： 1) 計(jì)量回路磅級(jí)不小于 1500LB； 2) 計(jì)量管路尺寸不小于 12 寸。
3) 合同中所用流量計(jì)的計(jì)量器具型式試驗(yàn)批準(zhǔn)證書(shū)的型式注冊(cè)表或型式評(píng)價(jià)報(bào)告 的準(zhǔn)確度不高于 1.0%。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。
業(yè)績(jī)證明文件包括但 不限于：1）銷售合同掃描件和 2）到貨驗(yàn)收材料。
所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署頁(yè)（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、到貨驗(yàn)收材料簽署時(shí)間、流量計(jì)的計(jì)量器具型式試驗(yàn)批準(zhǔn)證書(shū)的型式注冊(cè)表或型式評(píng)價(jià)報(bào)告、主要技術(shù)參數(shù)（含磅級(jí)、尺寸）及到貨驗(yàn)收材料（能夠證明主體貨物到貨驗(yàn)收合格）。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)要求的內(nèi)容的，均視為無(wú)效業(yè)績(jī)。
業(yè)績(jī)認(rèn)定時(shí)間：以到貨驗(yàn)收證明材料時(shí)間為準(zhǔn)。
到貨驗(yàn)收證明材料有多個(gè)簽字或蓋章時(shí)間的，以最晚簽字或蓋章時(shí)間為準(zhǔn)。
Performancerequirements(i)Thebiddershallhaveatleastoneperformancerecordofsupplyingnaturalgastrade meteringsystemformeteringtradeinChinafromJanuary1,2009tothedeadlineofthisBid (subjecttothetimeofarrivalacceptance).Theperformancerecordshallmeetbothofthe followingrequirements: 1) Thepressureisnotlessthan1500LBinthesystem; 2) Thesizeofmeteringpipeisnotlessthan12inchesinthesystem. 3) Theaccuracyofthetyperegistrationformforthetypetestapprovalcertificateortype evaluationreportofthemeasuringinstrumentfortheflowmeterusedinthecontractisnot higherthan1.0%. Thebiddershallsubmittheperformancelistasthespecifiedformat,andsubmitthe relevantperformanceproofdocuments.Performanceproofdocumentsincludebutarenot limitedto:1)Scannedcopyofsalescontract(includingrelevanttechnicalattachments)and2) Arrivalacceptancematerials.Theperformanceproofdocumentssubmittedmustatleast reflectthefollowingcontents:contractsigningtime,projectname,manufacturer'sname, goodsname,arrivalacceptancematerialssigningtime,maintechnicalparameters(including poundage,size),thetypetestapprovalcertificateortypeevaluationreportofthemeasuring instrumentandarrivalacceptancedocuments(todemonstratethatthesubjectgoodshas arrivedandhasbeenaccepted).Failuretosubmitperformancedocumentation,ortheprovided performancedocumentationdoesnotreflecttherequiredcontent,shallberegardedasinvalid performance. Performancetime:thedateofacceptancecertificatefileshallprevail.Iftherearemultiple signatureorsealtimesforthearrivalacceptancecertificatefile,thelatestsignatureorseal timeshallprevail. 業(yè)績(jī)要求（二） 投標(biāo)人所投標(biāo)的物內(nèi)的氣體超聲波流量計(jì)自 2009 年 1 月 1 日至投標(biāo)截止之日（以到貨驗(yàn)收證明材料時(shí)間為準(zhǔn)），在中國(guó)境內(nèi)具有一個(gè)合同的用于天然氣貿(mào)易超聲波流量計(jì)的供貨業(yè)績(jī)，且滿足以下要求： 1)合同中至少有一臺(tái)超聲波流量計(jì)的計(jì)量回路磅級(jí)不小于 1500LB； 2)合同中至少有一臺(tái)超聲波流量計(jì)的計(jì)量管路尺寸不小于 12 寸。
3)合同中所用流量計(jì)的計(jì)量器具型式試驗(yàn)批準(zhǔn)證書(shū)的型式注冊(cè)表或型式評(píng)價(jià)報(bào)告 的準(zhǔn)確度不高于 1.0%。

4)合同中所用流量計(jì)的計(jì)量器具型式試驗(yàn)批準(zhǔn)證書(shū)的型式注冊(cè)表或型式評(píng)價(jià)報(bào)告 的準(zhǔn)確度不高于 1.0%。

Performancerecognitiontime:thedateofqualifiedmaterialsreceiptshallprevail.Ifthere aremultiplesignatureorsealtimesforthearrivalacceptancecertificatematerials,thelatest signatureorsealtimeshallprevail. （4）其他要求 ★1).投標(biāo)人須提供書(shū)面承諾：成套包內(nèi)壓力管道元件組合裝置和超聲波流量計(jì)（殼體），無(wú)論國(guó)產(chǎn)還是進(jìn)口產(chǎn)品，應(yīng)提供制造過(guò)程的《特種設(shè)備制造監(jiān)督檢驗(yàn)證書(shū)》或《進(jìn)口特種設(shè)備安全性能監(jiān)督檢驗(yàn)證書(shū)》；所提供成套包內(nèi)壓力管道元件，將提供蓋有壓力管道元件制造單位質(zhì)量檢驗(yàn)章的產(chǎn)品質(zhì)量證明文件，并為成套包內(nèi)管道提供加蓋有資質(zhì)的設(shè)計(jì)單位設(shè)計(jì)許可印章的管道圖紙目錄和管道平面布置圖紙。
（4）Otherrequirements ★1).★The bidder shall provide a written commitment: complete sets of packages of pressure piping components combined device and ultrasonic flowmeter (shell), whether domestic or imported products, shall provide the Special Equipment Manufacturing Supervision and Inspection Certificate or the Safety Performance Supervision and Inspection Certificate of Imported Special Equipment during the manufacturing process; For the pressure pipeline components in the complete package provided, the product quality certification documents stamped with the quality inspection seal of the pressure pipeline components manufacturer will be provided, and the pipeline drawing catalog and pipeline layout drawings stamped with the design license seal of the qualified design unit will be provided for the pipelinesinthecompletepackage.
