中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海油石化工程有限公司（以下稱為“招標人”）委托，就浙江LNG三期項目接收站工程所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of ZHEJIANG LNG Phase III Project Terminal Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：浙江LNG三期項目位于浙江省寧波市北侖區(qū)郭巨街道穿山北公鵝咀地塊，西側為已運營的浙江LNG一期工程和二期工程項目。項目建設規(guī)模為600萬噸/年：其中氣態(tài)外輸450萬噸/年，液態(tài)外輸150萬噸/年，同步將光明碼頭改造為LNG專用碼頭。新建6座27萬方LNG儲罐，其中LNG管道與浙江LNG一、二期項目預留管道接口聯通，同時配套氣化設施、公輔設施等。
Project Summary：Project overview and financial nature: ZHEJIANG LNG Phase III Project Terminal Project is located in the Chuanshan North Gongezui plot of Guoju Street, Beilun District, Ningbo City, Zhejiang Province. To the west are the already operational Zhejiang LNG Phase I and Phase II projects. The construction scale of the project is 6 million tons/year: including 4.5 million tons/year for gas export and 1.5 million tons/year for liquid export, and the Guangming Terminal will be transformed into a dedicated LNG terminal simultaneously. Build 6 new 270000 square meter LNG storage tanks, with LNG pipelines connected to the reserved pipeline interfaces of Zhejiang LNG Phase I and Phase II projects, as well as supporting gasification facilities, public and auxiliary facilities, etc.

A．The bidder within the customs territory shall provide photocopies of valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．從中華人民共和國關境內制造的貨物：投標人只能為投標設備的制造商。
For goods manufactured within PRC customs territory ：Bidders can only be the manufacturers of the bidding equipment.
從中華人民共和國關境外制造的貨物:投標人可為投標設備的制造商或授權代理商。
For goods manufactured outside PRC customs territory: Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）資質要求及證明文件
投標人應提供投標產品制造商有效認證證書復印件，證書認證的制造商名稱應與其所提供業(yè)績的制造商、此次投標貨物的制造商一致。
The bidder shall provide copies of the type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.
A 投標產品國內制造商應在投標時提供TS 證書(特種設備生產許可證)和覆蓋投標產品范圍【閥門類型（蝶閥）、溫度、口徑及磅級】的 TSX 證書(特種設備型式試驗證書)。投標產品國外制造商應和國內制造商同樣提供上述證明文件，如投標人在投標時無法提供國外制造商的TS證書，需在投標時提供書面承諾函，承諾內容為: 供貨前提供閥門原產地證明和 2024 年 5月 31 前提供 TS 證書 (特種設備生產許可證)，承諾函格式詳見附件17。
Domestic manufacturers should provide TS certificate (Special Equipment Production License) and TSX certificate (Special Equipment Type Test Certificate) covering the scope of bidding products (valve type (butterfly valve), temperature, caliber, and pound class) when bidding. Foreign manufacturers should provide the same supporting documents as domestic manufacturers. If the bidder is unable to provide the TS certificate of the foreign manufacturer during the bidding process, a written commitment letter must be provided during the bidding process. The commitment content is to provide a certificate of valve origin before supply and a TS certificate (special equipment production license) before May 31, 2024. The format of the commitment letter is detailed in Annex 17.
（3）業(yè)績要求Requirement for Bidder's reference:
2010年1月1日起至投標截止日（以合同簽署時間為準），投標產品制造商應具有中國境內不少于2個LNG接收站或具有接收站性質的（即滿足GB51156-2015液化天然氣接收站工程設計規(guī)范）調峰站項目(需提供滿足GB51156-2015液化天然氣接收站工程設計規(guī)范2.0.2液化天然氣接收站:對船運液化天然氣進行接收、儲存、氣化和外輸等作業(yè)的場站要素的證明材料,證明材料通過國家發(fā)改委、省級發(fā)改委、政府網站、項目業(yè)主官網等官方網站查詢，以加蓋公章的截圖形式提供）的低溫或超低溫蝶閥供貨業(yè)績（要求2個項目業(yè)績，同一項目提供多個合同視為一個業(yè)績）。且其中至少1個業(yè)績同時包括如下內容：1）含有不少于 5 臺（套）16 寸及以上且磅級≥CL150的低溫或超低溫蝶閥，且 2）含有不少于 1 臺 32 寸及以上且磅級≥CL300 的低溫或超低溫蝶閥。
From January 1, 2010 to the bidding deadline (based on the date of contract signing), The bidding product manufacturer should have at least 2 LNG receiving station projects within China or peak shaving station projects with receiving station characteristics (i.e. meeting GB51156-2015 Liquefied Natural Gas Receiving Station Engineering Design Specification) (Proof materials that meet the requirements of GB51156-2015 Design Specification for Liquefied Natural Gas Terminal Engineering 2.0.2 Liquefied Natural Gas Terminal: The site elements for receiving, storing, gasifying, and exporting liquefied natural gas transported by ships must be provided. The proof materials can be found on official websites such as the National Development and Reform Commission, provincial-level Development and Reform Commission, government websites, and project owners' official websites, and provided in the form of screenshots stamped with official seals.) (Two project performances are required, and providing multiple contracts for the same project is considered one performance). And at least one of the performance includes the following content: ① The number of low or ultra-low butterfly valves shall not be less than 5 sets 16" and above and ≥ CL150 ; ② At least contains a 32" and above and ≥ CL300 low or ultra-low butterfly valve.
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：
1）銷售合同【或】銷售訂單【框架協議下的訂單（需提供主框架協議）】復印件（含相關技術附件）和
2）到貨驗收材料。
投標人所提交的業(yè)績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、供貨數量、規(guī)格型號（口徑、磅級及結構型式（頂裝/側頂裝））、到貨驗收材料。如提供的是調峰站業(yè)績，投標人還需提供調峰站（滿足GB51156-2015液化天然氣接收站工程設計規(guī)范2.0.2液化天然氣接收站：對船運液化天然氣進行接收、儲存、氣化和外輸等作業(yè)的場站)要素的證明材料，證明材料通過國家發(fā)改委、省級發(fā)改委、政府網站、項目業(yè)主官網等官方網站查詢，以加蓋公章的截圖形式提供。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現上述信息的，均視為無效業(yè)績。本次投標人提供的制造商業(yè)績結構型式（頂裝/側頂裝）必須與投標產品的結構型式一致。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:
1) Copy of sales contract [or] sales order [orders under framework agreement (main framework agreement required)] (including relevant technical attachments) and
2) Acceptance materials upon arrival.
The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer's name, goods name, project name, supply quantity, specifications and models (caliber, weight level, and structural type (top mounted/side top mounted)), and acceptance materials upon arrival. If the performance of the peak shaving station is provided, the bidder also needs to provide proof materials for the elements of the peak shaving station (which meets the requirements of GB51156-2015 Design Specification for Liquefied Natural Gas Terminal Engineering 2.0.2 Liquefied Natural Gas Terminal: a station for receiving, storing, gasifying, and exporting liquefied natural gas transported by ships). The proof materials can be found on official websites such as the National Development and Reform Commission, provincial-level Development and Reform Commission, government websites, and project owner websites, Provide in the form of a screenshot stamped with the official seal. Failure to submit performance proof documents or failure to reflect the above information in the provided performance proof documents shall be deemed as invalid performance. The manufacturer's performance structural type (top mounted/side top mounted) provided by the bidder must be consistent with the structural type of the bidding product.
（4）其它要求及證明文件
Other Requirements of Qualification of Bidder and Certificate
投標人應提供投標產品制造商以下有效認證證書復印件，所有證書認證的制造商名稱應與其所提供業(yè)績的制造商、此次投標貨物的制造商一致。
The bidder shall provide copies of the type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.
①防火證書：投標產品制造商應具有國際或國內認證機構頒發(fā)的覆蓋投標產品范圍【閥門類型（蝶閥）、口徑及磅級】的 API607 或 API6FA 或 ISO10497 或BS EN12266或同等標準的防火證書，并附相應的測試報告。
Fire safe certification：The manufacturer of the bidding product should have an API607 or API6FA or ISO10497 or BS EN12266 or equivalent fire prevention certificate issued by an international or domestic certification agency covering the scope of the bidding product [valve type (butterfly valve), caliber, and pound class], and attach the corresponding test report.
②低泄漏認證證書：閥門必須具備可靠的外密封性能，應至少達到 ISO 15848-1 的要求。投標產品制造商應具有能夠覆蓋本次招標范圍【閥門類型（蝶閥）、溫度、口徑及磅級】的 ISO 15848 PART 1 證書，并附相應的測試報告。
Low leakage certification certificate: Valves must have reliable external sealing performance and meet at least the requirements of ISO 15848-1. The bidding product manufacturer should have an ISO 15848 Part 1 certificate that can cover the scope of this bidding [valve type (butterfly valve), temperature, diameter, and pound class], and attach the corresponding test report.
③投標產品制造商應提供儀表數據表中有SIL等級的開關閥整體的SIL2及以上證書，或者分別提供閥體、執(zhí)行機構、電磁閥的SIL2及以上證書，投標時需確認執(zhí)行機構和電磁閥的品牌名單（一個或多個），每個品牌都要提供對應的SIL證書，并保證所供產品的品牌與投標名單一致。頒發(fā)SIL證書的認證機構應是國家認監(jiān)委認可的認證機構或國際權威第三方機構，如TUV、Exida、BV、DNV、SIRA等。
The manufacturer of the bidding product should provide SIL2 and above certificates for the overall switching valve with SIL level in the instrument data sheet, or provide SIL2 and above certificates for the valve body, actuator, and solenoid valve respectively. When bidding, it is necessary to ensure the brand list (one or more) of the actuator and solenoid valve, each brand must provide a corresponding SIL certificate and ensure that the brand of the supplied product is consistent with the bidding list. The certification body issuing the SIL certificate should be a certification body recognized by the National Certification and Accreditation Administration or an internationally authoritative third-party organization, such as TUV, Exida, BV, DNV, SIRA, etc.
④投標產品制造商應提供本安型閥門定位器、隔爆型電磁閥、隔爆型限位開關的中國國家授權防爆認證機構頒發(fā)的產品防爆合格證和CCC認證證書，投標時需確認本安型閥門定位器、隔爆型電磁閥、隔爆型限位開關的品牌名單（一個或多個），每個品牌都要提供對應的產品防爆合格證和CCC認證證書，并保證所供產品的品牌與投標名單一致。
The bidding product manufacturer shall provide the Intrinsically Safe Valve Positioner, explosion-proof qualification certificate and CCC certification certificate issued by the Chinese national authorized explosion-proof certification agency for explosion-proof solenoid valves and explosion-proof limit switches. When bidding, it is necessary to ensure the brand list (one or more) of Intrinsically Safe Valve Positioner, explosion-proof solenoid valves and explosion-proof limit switches, each brand must provide a corresponding CCC certification certificate and ensure that the brand of the supplied products is consistent with the bidding list.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年12月7日開始至2023年12月14日止，請登錄中國海油采辦業(yè)務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。投標人須在線填寫購買招標文件登記表，并在線支付標書款，支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from December 7, 2023 to December 14, 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB200.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
5．投標文件遞交截止時間和方式：所有投標文件都應附有按規(guī)定提交的投標保證金，并于2023年12月28日上午09:30（北京時間）前線上提交至中國國際招標網站（http://www.chinabidding.com）。在此時間后收到的投標文件恕不接受。
The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 09:30 am (Beijing Time) on December 28, 2023. Any bid beyond the required time and date shall be subject for rejection.
