中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機構(gòu)”）受中海石油（中國）東海西湖石油天然氣作業(yè)公司（以下稱為“招標(biāo)人”）委托，就中海石油(中國)東海西湖石油天然氣作業(yè)公司HIPPS系統(tǒng)采購進行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of High Integrity Pressure Protection System by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

主要技術(shù)規(guī)格：

高完整性壓力保護系統(tǒng)2套 。高完整性壓力保護系統(tǒng)（HIPPS）用于快速切斷壓力源，防止系統(tǒng)過壓并保護下游設(shè)備。HIPPS 系統(tǒng)包括邏輯解算器、HIPPS 球閥、壓力變送器和 HIPPS 控制柜等，按照成橇形式供貨。請詳見請購文件。

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求

Requirements for Qualification of Bidder

A. 如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；

如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

★B.  本次采辦的HIPPS應(yīng)成橇形式供貨，投標(biāo)人應(yīng)為邏輯解算器的制造商或唯一授權(quán)集成商。投標(biāo)人可自行成撬，也可委托第三方成撬，但成撬商須具有有效期內(nèi)的TS證書 ，其中TS證書應(yīng)為 A1級壓力管道元件制造證及以上資質(zhì)。國外成撬商未獲取TS證書的，應(yīng)取得特種設(shè)備型式試驗證書，認(rèn)證級別應(yīng)達到壓力管道元件制造A1及以上級別。投標(biāo)時需提供證書原件掃描件（原件備查）并可在全國特種設(shè)備公示信息查詢平臺（https://cnse.e-cqs.cn/info-pub/pub）或省級特種設(shè)備公示信息平臺核實”。

HIPPS purchased shall be supplied in the form of skid, and the bidder shall be the manufacturer or sole authorized integrator of the logic solver of HIPPS.The successful bidder must have a valid TS certificate, which should be an A1 level pressure pipeline component manufacturing certificate or above. Foreign pry operators who have not obtained the TS certificate should obtain a special equipment type test certificate, with a certification level of A1 or above for pressure pipeline component manufacturing.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ https://cnse.e-cqs.cn/info-pub/pub ）Verify.

★C.HIPPS系統(tǒng)中涉及的閥門制造商如果為國內(nèi)制造商，應(yīng)取得TS證書，其中TS證書應(yīng)為A1級壓力管道元件制造證及以上資質(zhì)；如果是國外制造商則應(yīng)取得特種設(shè)備型式試驗證書，認(rèn)證級別應(yīng)達到壓力管道元件制造A1及以上級別。投標(biāo)時需提供證書原件掃描件（原件備查）并可在全國特種設(shè)備公示信息查詢平臺（https://cnse.e-cqs.cn/info-pub/pub）或省級特種設(shè)備公示信息平臺核實”。

Valves(TS A1) of HIPPS (Domestic manufacturers) shall obtain a special equipment manufacturing license of China.The TS certificate should be an A1 level pressure pipeline component manufacturing certificate or above qualification.Foreign products , The certification level should reach A1 or above in the manufacturing of pressure pipeline components.When bidding, it is necessary to provide a scanned copy of the original certificate (for future reference) and it can be accessed on the National Special Equipment Publicity Information Query Platform（ https://cnse.e-cqs.cn/info-pub/pub ）Verify.

★（2）業(yè)績要求Requirement for Bidder's reference:
業(yè)績要求1：2018 年1月1日至截標(biāo)日（以合同簽訂時間為準(zhǔn)），所投邏輯解算器的制造商至少有1項邏輯解算器在天然氣介質(zhì)管線上用于HIPPS系統(tǒng)的供貨業(yè)績。

From Jan. 1st, 2018 to the deadline of bids submission stipulated.The manufacturer of the logic solver must have at least one supply performance of the logic solver used in the HIPPS system on natural gas medium pipelines

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。

業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（應(yīng)有雙方蓋章）、貨物名稱、技術(shù)要求（設(shè)備所屬油氣生產(chǎn)裝置類型、邏輯解算器品牌或制造商名稱）、到貨驗收材料。

未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)滿足上述業(yè)績要求的，均視為無效業(yè)績。The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows:Signing time, name of goods, relevant parameters of equipment (type of oil and gas production unit to which the equipment belongs, brand of logic solver), and materials for acceptance upon arrival.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrateSigning time, name of goods, relevant parameters of equipment (type of oil and gas production unit to which the equipment belongs, brand of logic solver), and materials for acceptance upon arrival，shall be deemed as unqualified performance.

業(yè)績要求2： 2018年1月1日至投標(biāo)截止日（以合同簽訂時間為準(zhǔn)），投標(biāo)人所投HIPPS球閥的制造商應(yīng)具有至少2臺在HIPPS系統(tǒng)中的供貨業(yè)績且技術(shù)規(guī)格滿足1臺尺寸不低于18吋、壓力等級不低于1500磅，以及1臺尺寸不低于22吋、壓力等級不低于900磅?；?a name="OLE_LINK8">者，投標(biāo)人所投HIPPS球閥的制造商應(yīng)具有至少1臺在HIPPS系統(tǒng)中的供貨業(yè)績且技術(shù)規(guī)格滿足尺寸不低于22吋、壓力等級不低于1500磅。上述閥門密封形式均為硬密封的技術(shù)要求。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、技術(shù)要求（尺寸、壓力等級、密封形式、應(yīng)用HIPPS系統(tǒng)上）。

未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)滿足上述業(yè)績要求的，均視為無效業(yè)績。

From January 1, 2018 to the bid deadline (subject to the contract signing date), the manufacturer of the HIPPS ball valve submitted by the bidder shall have the supply performance of at least two sets in the HIPPS system and meet the technical specifications of one set with a size of not less than 18 inches and a pressure rating of not less than 1500 pounds, and one set with a size of not less than 22 inches and a pressure rating of not less than 900 pounds. Alternatively, the manufacturer of the HIPPS ball valve submitted by the bidder shall have the supply record of at least one HIPPS ball valve in the HIPPS system and the technical specifications meet the size of not less than 22 inches and the pressure rating of not less than 1500 pounds. The above valve sealing forms are the technical requirements of hard sealing. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (sealed by both parties), manufacturer name, goods name, technical requirements (size, pressure grade, sealing form, application on natural gas pipelines).

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the performance requirements above, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Feb 9 2024 to Feb 15 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
