A．★營(yíng)業(yè)執(zhí)照：如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。
A．★Business licence: The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．★制造商要求:
所投產(chǎn)品為國(guó)內(nèi)產(chǎn)品：不允許代理商投標(biāo)，投標(biāo)人需是邏輯控制器的制造商或取得邏輯控制器制造商唯一授權(quán)的成撬商。
所投產(chǎn)品為境外產(chǎn)品：允許邏輯控制器的制造商或取得邏輯控制器制造商唯一授權(quán)的成撬商或取得邏輯控制器制造商唯一授權(quán)的代理商投標(biāo)。
投標(biāo)人為代理商或成撬商時(shí)，應(yīng)得到本次投標(biāo)邏輯控制器制造商的唯一合法授權(quán)，并需提供以下材料（蓋制造商公章）：
1）在有效期內(nèi)的HIPPS系統(tǒng)關(guān)斷閥制造商授權(quán)書及邏輯控制器制造商唯一授權(quán)書；
2）HIPPS系統(tǒng)關(guān)斷閥及邏輯控制器制造商承諾函，承諾投標(biāo)所投產(chǎn)品為制造商工廠生產(chǎn)。
B． ★ Manufacturer requirement:
The bid products are domestic products： Agents are not allowed to bid, bidders must be logic solver of HIPPS’s manufacturers or the skid makers which is sole authorized by the logic solver of HIPPS’s manufacturers.
The bid products are overseas products： Logic solver of HIPPS’s Manufacturers or skid makers or agents are allowed to bid.
If the bidder is an agent, shall obtain the sole legal authorization of the manufacturer or the skid makers which is sole authorized by the logic solver of HIPPS’s manufacturers or the agent which is sole authorized by the logic solver of HIPPS’s manufacturers in the bid, and shall provide the following documents （stamped with the official seal of the manufacturer) :
1）Authorization letter from HIPPS SDV manufacturer and unique authorization letter from logic controller manufacturer within the validity period;
2）Commitment letter from the manufacturer of the HIPPS SDV and logic controller, promising that the bidding products will be produced by the manufacturer's factory.
C．★質(zhì)量體系認(rèn)證要求:投標(biāo)人所投邏輯解算器與HIPPS系統(tǒng)內(nèi)關(guān)斷閥的制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書。
C．★Quality Management System Certification requirement: The manufacturer of the HIPPS SDV and logic controller shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.

★HIPPS特種證書要求：
投標(biāo)人所供HIPPS系統(tǒng)中的閥門及配套法蘭等壓力管道元件制造商應(yīng)取得由國(guó)家市場(chǎng)監(jiān)督管理總局頒發(fā)的特種設(shè)備制造許可證（TS A1證書）及覆蓋本次招標(biāo)范圍的由第三方頒發(fā)的特種設(shè)備型式試驗(yàn)證書,投標(biāo)人應(yīng)在投標(biāo)時(shí)提供上述證書的掃描件。
★The HIPPS special certificate requirements:
The manufacturers of pressure pipeline components such as valves and matching flanges in the HIPPS system provided by the bidder shall obtain the special equipment manufacturing license (TS A1 certificate) awarded by State Administration for Market Regulation and the special equipment type test certificate covering the scope of this bidding awarded by third party,Bidders should provide scanned copies of the aforementioned certificates during the bidding process.

2014年 1 月 1 日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投的 HIPPS 系統(tǒng)中的邏輯解算器的制造商至少有 1 套油氣生產(chǎn)裝置上HIPPS系統(tǒng)的應(yīng)用業(yè)績(jī)且該邏輯解算器應(yīng)為固態(tài)邏輯解算器，投標(biāo)人所投的邏輯解算器品牌（固態(tài)）需與上述邏輯解算器業(yè)績(jī)一致。投標(biāo)人須提交有效的業(yè)績(jī)表和相關(guān)證明文件(1.合同復(fù)印件相關(guān)章節(jié)；2.到貨驗(yàn)收材料（買方簽字或蓋章的到貨驗(yàn)收單或現(xiàn)場(chǎng)調(diào)試報(bào)告或使用證明或驗(yàn)收證明）。
From Jan. 1st, 2014 to the deadline of bids submission stipulated(Based on the date of contract signing),the manufacturer of logic solver in the HIPPS system submitted by the bidder shall have at least one set of application performance on oil and gas production HIPPS equipment, and the logic solver shall be a solid-state logic solver. The brand (solid-state) of the logic solver submitted by the bidder shall be consistent with the performance of the logic solver mentioned above.The Bidder shall submit valid track records and relevant documentary evidence (1.relevant chapters copies of contract. 2. From Jan. 1st, 2014 to the deadline of bids submission stipulated(Based on the date of contract signing), The manufacturer of HIPPS shutdown ball valves provided by Bidder shall have at least two sets track records (valve size and pressure class not less than 22" x 1500LB，the valve sealing form is a hard seal) applied on Oil/Gas Production Process HIPPS (the signing date of contract is regarded as track record time) .The brand and production factory of SDV track records must be the same brand with the SDV bidding above.The Bidder shall submit valid track records and relevant documentary evidence ( 1.relevant chapters copies of contract. 2. Delivery acceptance materials (signed or stamped by the buyer on the delivery acceptance form, on-site debugging report, or proof of use or acceptance).
業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、貨物名稱、供貨數(shù)量、設(shè)備所屬油氣生產(chǎn)裝置類型、邏輯解算器品牌、閥門尺寸、閥門壓力磅級(jí)、閥門品牌、閥門密封形式為硬密封及生產(chǎn)工廠、到貨驗(yàn)收材料。未提交業(yè)績(jī)證明文件或所提供的業(yè)績(jī)證明文件無法驗(yàn)證前述信息，均視為無效業(yè)績(jī)。
The documentary evidence shall contain but not limited to: the date of contract signing, equipment name, quantity, type of oil&gas production facility, the brand of logic solver, valve’s size and pressure class, valve’s brand, valve sealing form is a hard seal and production factory, delivery acceptance materials. Absence of the reference evidence documents or failure to verify the foregoing information shall be deemed as an invalid track records.
