中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目160萬噸/年乙烯裝置560臺裂解爐燃燒器進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase five hundred and sixty (560) Sets of cracking furnace burners of 1600 Kta LOP Plant for CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標條件

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項目，以實現(xiàn)其打造世界級、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

Main Specifications: The burner power of the heavy feed furnace is 2.569MW, the burner power of the light liquid furnace is 1.187MW and the burner power of the gas furnace is 2.250MW.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求

Requirements for Qualification of Bidder

 

A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 投標人所投產(chǎn)品的制造商須具備有效的GB/T19001（ISO9001）質量體系認證證書。如果有國家相關部門發(fā)布的最新體系標準，以最新體系標準為準，投標時須提供證書復印件。

B. The manufacturer of the bid product shall have valid GB/T19001 (ISO9001) Quality System Certification, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail. Copy of these certificates must be provided when bidding.

 

C．本次招標不接受代理商投標。投標人應是投標貨物的制造廠商（包括制造廠商所在集團內(nèi)負責銷售的公司）。如果投標人是制造廠商所在集團內(nèi)負責銷售的公司，應提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。

C. Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods (Include the company responsible for sales within the manufacturer's group). If the bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the bidder and the manufacturer belong to the same group and are responsible for the sale of the bid goods.

（2）業(yè)績要求Requirement for Bidder's reference:
2014年1月1日至投標截止日（以合同簽訂時間為準），本次投標貨物的制造商應具有至少2個合同的中國境內(nèi)新建乙烯項目裂解裝置的裂解爐燃燒器的供貨業(yè)績，且滿足業(yè)績里的單臺裂解爐公稱能力≥15萬噸/年的技術要求。

From January 1, 2014 to the deadline for submission of bids (subject to the time of signing the contract), The manufacturer of bid goods shall have at least 2 contracts for the supply of cracking furnace burners for new ethylene cracking plants in China, and meet the performance of a single cracking furnace nominal capacity of more than 150,000 tons/year of technical requirements.

 

投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經(jīng)到貨驗收的有效證明材料）。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應有雙方蓋章，國際貿(mào)易合同應有雙方簽字或蓋章）、制造商名稱、貨物名稱、中國境內(nèi)新建乙烯項目名稱、單個裂解爐的公稱能力、用戶簽字或蓋章的到貨驗收材料。

若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應提供相應的已到貨訂單，訂單內(nèi)容或編號應與年度協(xié)議相關聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業(yè)績。

未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence.The documentary evidence shall include: 1）sales contract and 2) the arrival acceptance materials signed or stamped by the user(Receipt of goods or debugging acceptance report or other valid certification materials that can prove that the goods under the contract have arrived for acceptance). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: 1）Date of signing contract, Contract signing page (domestic trade contract shall be sealed by both parties, international trade contract shall be signed or sealed by both parties), name of manufacturer, name of Goods, Name of new ethylene project in China, nominal capacity of a single cracking furnace and the arrival acceptance materials signed or stamped by the user. If the performance contract is an annual agreement, in addition to the annual agreement, the corresponding incoming orders should be provided, and the contents or numbers of the orders should be associated with the annual agreement. The provision of one or more orders and the arrival and acceptance materials corresponding to the orders under the same annual agreement shall be counted as a valid performance.

Failure to submit performance documentation, or through the performance documentation provided cannot be determined to meet the above performance requirements, shall be regarded as invalid performance.

4. 有興趣的投標人可通過以下方式獲取招標文件：從2024年12月13日開始至2024年12月20日止，請登錄中國海油采辦業(yè)務管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。投標人須在線填寫購買招標文件登記表，并在線支付標書款，支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元購買招標文件的投標人，需電匯至以下賬號：收款人：中化建國際招標有限責任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from December 13, 2024 to December 20, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

5. 投標文件遞交截止時間和方式：所有投標文件都應附有按規(guī)定提交的投標保證金，并于2025年1月3日上午09:30（北京時間）前線上提交至中國國際招標網(wǎng)站（http://www.chinabidding.com）。在此時間后收到的投標文件恕不接受。

 

The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 09:30 am (Beijing Time) on January 3, 2025. Any bid beyond the required time and date shall be subject for rejection.

6. 開標時間：定于2025年1月3日09:30時（北京時間）開標。

Bid-opening time: Bids will be opened  at 09:30 a.m (Beijing time) on  January 3, 2025.

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1.

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.

 

9. 投標人在投標前應在必聯(lián)網(wǎng)（https://www.ebnew.com）或機電產(chǎn)品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結果將在機電產(chǎn)品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）上發(fā)布。

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com.The bid evaluation results  will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .

10. 提示Notes

投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投標文件解密時限為60分鐘。投標人未在上述解密時限內(nèi)完成解密視為解密失敗，根據(jù)“電子招標投標辦法”的規(guī)定，視為投標人撤回投標文件。

The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標人對開標有異議的，應當在開標現(xiàn)場提出，招標人當場做出答復，并制作記錄。未在線上開標現(xiàn)場提出的開標異議，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
