Requirements for Qulification of Bidder
A.如果投標人為境內(nèi)注冊公司，需提供有效的營業(yè)執(zhí)照（具備獨立法人資格）、一般納稅人證明/稅務(wù)登記證、組織機構(gòu)代碼證復(fù)印件，并加蓋公章（以上所有證明文件在年審有效期內(nèi)）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period);If the bidder is an overseas registered company, it shall provide valid company registration certificate
B．制造商通過ISO9001質(zhì)量體系認證，并提供有效的質(zhì)量體系認證證書；
The manufacturer of the Bid Goods shall pass ISO9001 Certification咨詢電話18811547188, and the Bidder shall provide valid Certificate of Quality Management System Certification.
C．如果投標人為代理商，投標人應(yīng)得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權(quán)書。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.
（2）業(yè)績要求：
Requirement for Bidder'sreference:
制造商提供的二氧化硫風機應(yīng)具有：至投標截止日前在SAR裝置至少兩套機組積累了兩年的成功運行經(jīng)驗，這兩套運行的機組流量應(yīng)大于74000Nm3/h(0.1013MPa.A＆0℃干基)、升壓大于66000PaG。
The Bidder ’s manufactory shall hA/Ve at least two sets of SAR units with A flow rate of more than 74000Nm3/h(0.1013mpa.A&0℃ dry base) and A boost pressure of more than 66000PaG hA/Ve accumulated two years of successful operation experience until the tender closing date.
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件），和2)用戶簽字確認其真實性的的證明文件。
The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, which include at least one of any followed : 1) copies of sales contract(including technical appendix); and 2) A certificate notice signed by End user to Verify its authenticity。
投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、使用環(huán)境、機組流量大于74000Nm3/h(0.1013MPa.A＆0℃干基)、升壓大于66000PaG技術(shù)要求。用戶簽字的證明文件必須至少體現(xiàn)已成功運行時間。中國國內(nèi)的用戶需在簽字同時提供公司的蓋章。
The corresponding documentary evidence. submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, )The unit flow rate is greater than 74000Nm3/h(0.1013mpa.A&0℃ dry base), and the boost pressure is greater than 66000PaG technical requirements. The evidentiary documents signed by End-user shall at least demonstrate the successful operation time. End user shall both signed and sealed on the documents.
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證貨物名稱、供貨數(shù)量、使用環(huán)境、機組流量大于74000Nm3/h(0.1013MPa.A＆0℃干基)、升壓大于66000PaG技術(shù)要求、成功運行時間，均視為無效業(yè)績。
If no documentary evidence submitted, or documentary evidence submitted cannot demonstrate Name of Goods, Quantity, usage circumstance, The unit flow rate is greater than 74000Nm3/h(0.1013mpa.A&0℃ dry base), and the boost pressure is greater than 66000PaG technical requirements, successful operation time, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Oct.16, 2020 to Oct.23.,2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
