Announcement on Prequalification
石家莊市作為主辦單位，石家莊市自然資源和規(guī)劃局、石家莊市城市更新 作為承辦單位，北京科技園拍賣招標(biāo) 作為征集組織機構(gòu)現(xiàn)舉辦“石家莊市太平河城市片區(qū)城市設(shè)計方案國際征集”活動。本次方案征集活動將公開邀請具有相關(guān)規(guī)劃設(shè)計經(jīng)驗的設(shè)計機構(gòu)前來申請應(yīng)征，提交資格預(yù)審申請文件（以下簡稱“申請文件”）。通過資格預(yù)審選取5個應(yīng)征人參加征集活動，并提交應(yīng)征設(shè)計成果。
Shijiazhuang Municipal People's Government (as the Sponsor), Bureau of Natural Resources and Planning, Shijiazhuang and Shijiazhuang Urban Renewal Co. LTD （as the Organizers）, Beijing Science Park Auction & Tender Co., Ltd.(as Organizer of Solicitation) are currently holding the “International Solicitation for the Urban Design Proposals of Taiping River Urban Area of Shijiazhuang City” Design entities worldwide with related planning and design experience are publicly invited to participate and submit the Prequalification Application documents. The Sponsor will select five final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

項目背景：滹沱河作為石家莊市的母親河，在歷史上具有重要的經(jīng)濟、文化、景觀作用，河北省委省政府高度重視滹沱河區(qū)域生態(tài)環(huán)境整治，要求打造生態(tài)經(jīng)濟帶。為加快構(gòu)建滹沱河生態(tài)經(jīng)濟帶，石家莊市委市政府確定太平河城市片區(qū)作為打造滹沱河生態(tài)經(jīng)濟帶，實施擁河發(fā)展的起步區(qū)、示范區(qū)、引領(lǐng)區(qū)。
Project background: As the mother river of Shijiazhuang, the Hutuo River has played an important economic, cultural and landscaping role in history. The CPC Hebei Provincial Committee and the provincial government pay high attention to the ecological environment improvement of the Hutuo River region, requiring building ecological economic belt and urban landscape belt. In order to speed up the construction of Hutuo River ecological economic and landscape belt, the CPC Shijiazhuang Municipal Committee and the municipal government determined to build Taiping River urban area as the ecological economic belt of Hutuo River and to implement its development as a river-based starting area, demonstration area and leading area.
規(guī)劃設(shè)計目標(biāo)：科學(xué)謀劃發(fā)展定位，塑造城市亮點，提升城市濱水活力，營造高品質(zhì)城市公共環(huán)境，打造國際化、現(xiàn)代化美麗省會建設(shè)示范區(qū)。
The planning and design objective is to build an international, modern and beautiful provincial capital construction demonstration area by scientifically formulating development orientation, shaping city highlights, enhancing the vitality of the city's waterfront, creating high-quality urban public environment.

本次城市設(shè)計方案國際征集分為兩個層次：
The international solicitation for the urban design proposals is divided into two levels:
1）太平河城市片區(qū)概念城市設(shè)計范圍
1）Conceptual urban design scope of Taiping River urban area
太平河城市片區(qū)概念城市設(shè)計范圍南至古城東路、西至勝利北街、北至滹沱河右堤、東至體育大街，面積約5.53平方公里。
The conceptual urban design of Taiping River urban area covers an area of about 5.53 square kilometers, with the Gucheng East Road to the south, Shengli North Street to the west, the right bank of Hutuo River to the north, and the Tiyu Street to the east.
2）核心節(jié)點詳細城市設(shè)計范圍
2）Detailed urban design scope of core nodes
選取核心節(jié)點2-3處，總規(guī)模約1.0平方公里，作為詳細城市設(shè)計選址，具體選址范圍根據(jù)概念城市設(shè)計方案自行擬定。
Two to three core nodes with a total area of 1.0 square kilometer are selected for detailed urban design, and the specific site scope is drawn up according to the conceptual urban design proposals.
