1.中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化 （以下稱為“招標(biāo)人”）委托，就大榭石化產(chǎn)品升級(jí)改擴(kuò)建項(xiàng)目320萬噸/年催化裂解裝置所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

Entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as "the bidder"), CNCCC International Tendering Co., Ltd. (hereinafter referred to as "the bidding agency") conducts international public bidding for some goods and related services required for the 3.2 Mt/a DCC unit of Daxie petrochemical products upgrading and expansion project. Bidders are invited to submit sealed bids for the following goods and services:

境內(nèi)貨物：合同簽訂后32周（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）

For goods within the PRC customs territory: 32 weeks after signing the contract (time for goods to arrive at the project site)

境外貨物: 合同簽訂后28周（提單發(fā)貨時(shí)間）

For goods outside the PRC customs territory: 28 weeks after the contract is signed (departure date on the bill of lading)

2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求

Requirements for Qualification of Bidder:

A、投標(biāo)人應(yīng)為投標(biāo)產(chǎn)品的制造商或授權(quán)代理商，代理商應(yīng)提供制造商同意其在本次投標(biāo)中提供該產(chǎn)品的正式授權(quán)書（詳見第一冊(cè)格式IV-9-4）.

The bidder shall be the manufacturer of the bidding products or authorized agent ,the agent shall provide the letter of  authority form  manufacturer agrees to provide the products in this bid.（see Form-IV-9-4 in Volum One）.

B、投標(biāo)人應(yīng)提供以往供貨的三偏心蝶閥的防火產(chǎn)品證書(滿足API607和ISO10497標(biāo)準(zhǔn)要求)

The bidder shall provide the fire protection product certificate of the three-eccentric butterfly valve previously supplied (meet the requirements of API607 and ISO10497 standards).

C、投標(biāo)人應(yīng)提供貨物制造商的有效期內(nèi)的ISO9001質(zhì)量體系認(rèn)證證書

The bidder shall provide the certification of  ISO9001 Quality Management System Certification in the validity period  of the goods manufacturer.

（2）業(yè)績(jī)要求：

Requirement for Bidder's reference:

2012年1月1日至投標(biāo)截止日(簽約時(shí)間)，投標(biāo)人所投設(shè)備在石油化工類項(xiàng)目中具有公稱直徑不小于DN800、設(shè)計(jì)最大流量不小于1500Nm3/min且工作壓力不低于0.08MPa的火災(zāi)安全型三偏心密封蝶閥供貨業(yè)績(jī)。

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：a.銷售合同復(fù)印件（含相關(guān)技術(shù)附件，至少體現(xiàn)以下內(nèi)容：合同首頁、簽字頁、簽約時(shí)間、項(xiàng)目名稱（石油化工類）、貨物名稱（火災(zāi)安全型三偏心密封蝶閥）、閥門尺寸、設(shè)計(jì)最大流量、工作壓力）和b.到貨驗(yàn)收證明文件。

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績(jī)。

From January 1, 2012 to the bidding deadline (signing time), The bidder's equipment has the supply performance of fire-safe three-eccentric sealed butterfly valve with nominal diameter no less than DN800, designed maximum flow no less than 1500Nm3/min and working pressure no less than 0.08MPA in petrochemical projects (corresponding fire prevention certificate shall be provided .

The bidder shall submit the performance table in the prescribed format and the relevant performance proof documents. Performance documents include but are not limited to: a. Copy of the sales contract (including relevant technical attachments, at least showing the following contents: contract home page, signature page, siging date,project name (petrochemical), goods name (fire-safe three-eccentric seal butterfly valve), valve size, designed maximum flow rate and working pressure) &b. Acceptance certificate of arrival.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above information, the relevant reference will be deemed unvalid.

3．有興趣的合格投標(biāo)人可通過以下方式獲取招標(biāo)文件：
