1.中化建國(guó)際 （以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化 （以下稱(chēng)為“招標(biāo)人”）委托，就大榭石化餾分油五期項(xiàng)目45萬(wàn)噸/年聚丙烯裝置2套催化劑配制系統(tǒng)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase Two Sets of Catalyst Preparation System of 450 Kt/a Polypropylene Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境內(nèi)貨物：合同簽訂后56周（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）
For goods within the PRC customs territory: within 56 weeks after signing the contract (arrival date to the jobsite)
境外貨物:合同簽訂后54周（提單發(fā)貨時(shí)間）
For goods outside the PRC customs territory: within 54 weeks after signing the contract (departure date on the Bill of Lading)
交貨地點(diǎn)Destination of delivery：
境內(nèi)貨物：大榭項(xiàng)目現(xiàn)場(chǎng)
For goods within the PRC customs territory: Project Site in Daxie
境外貨物：CIF中國(guó)寧波港
For goods outside the PRC customs territory: CIF Ningbo Seaport, P. R. China
2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：
Requirements for Qualification and Reference of Bidder:
（1）資格要求
Requirements for Qualification of Bidder:
1.1 投標(biāo)人可為投標(biāo)設(shè)備的制造商或代理商。若投標(biāo)人為代理商，須提供本次投標(biāo)設(shè)備制造商的合法授權(quán)書(shū)。
Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent, The legal authorization letter from the manufacturer of this bidding equipment must be provided.
1.2 不接受聯(lián)合體投標(biāo)
Consortium bids are not accepted
1.3 投標(biāo)人需提供中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證且在有效期內(nèi)
The equipment shall be provided with the Chinese special equipment production license within the validity period.
1.4 投標(biāo)設(shè)備中“催化劑預(yù)制接觸罐（D-201）”滿(mǎn)足要求：設(shè)計(jì)壓力7MPa(g)、設(shè)計(jì)溫度-45~100℃、材質(zhì)304SS、Ra≤0.2μm。
The bidding equipment"Catalyst Prefabricated Contact Tank (D-201)" meets the requirements: design pressure 7MPa(g), design temperature -45~100℃, material 304SS, Ra≤0.2μm.
（2）業(yè)績(jī)要求：
Requirements for Bidder's Reference
自2017年1月1日至投標(biāo)截止日（簽約時(shí)間），投標(biāo)設(shè)備具有2臺(tái)套催化劑配制系統(tǒng)（包括預(yù)制接觸罐及攪拌器、動(dòng)力分離器、噴射器）在聚丙烯裝置的供貨業(yè)績(jī)。
From January 1, 2017 to the bid deadline（Signing time），The bidding equipment shall hA/Ve two sets supply performance of Catalyst Preparation System (including Prefabricated Contact Tank and Agitator,Dynamic Separater and Injector) in Polypropylene Plant.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷(xiāo)售合同復(fù)印件，含相關(guān)技術(shù)附件，并至少體現(xiàn)以下內(nèi)容：合同首頁(yè)、簽字頁(yè)、合同簽署時(shí)間、供貨數(shù)量、貨物名稱(chēng)（催化劑配制系統(tǒng)）、貨物所包含的主要部件（預(yù)制接觸罐及攪拌器、動(dòng)力分離器、噴射器）、裝置名稱(chēng)（聚丙烯裝置）和到貨驗(yàn)收證明材料。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無(wú)效業(yè)績(jī)。
Bidder shall furnish Reference List in the given form, and provide corresponding documentary evidence. The documentary evidence of performance shall include but not limited to: copy of sales contract ，including relevant technical attachments, and the first and signature page of Contract, the date of conract signing， reflecting the name( Catalyst Preparation System ),main parts(including Precontacting Pot and agitator,Dynamic Separater and Injector) and quantity of the goods and Unit name(Polypropylene Plant), and evidence of the receipt acceptance.
If no documentary evidence furnished, or documentary evidence furnished cannot demonstrate the above information, the relevant reference shall be deemed invalid.
3.有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2022年11月7日開(kāi)始至2022年11月14日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 購(gòu)買(mǎi)過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。如未在系統(tǒng)中
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from November 7, 2022 to November 14, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標(biāo)文件遞交截止時(shí)間和 此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on November 30, 2022. Any bid beyond the required time and date shall be subject for rejection.
