中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受廣東珠海金灣液化天然氣 （以下稱為“招標(biāo)人”）委托，就廣東珠海LNG擴(kuò)建項(xiàng)目二期工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Guangdong Zhuhai Golden Bay LNG Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Guangdong Zhuhai LNG Expansion Project Phase II by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：珠海LNG接收站位于廣東省珠海市高欄港平排山下，高欄港石化倉(cāng)儲(chǔ)區(qū)內(nèi)，距離珠海市區(qū)約60公里。珠海LNG接收站于2013年11月建設(shè)完成，2014年11月正式投入商業(yè)運(yùn)營(yíng)。目前，珠海LNG接收站的設(shè)計(jì)LNG處理能力為390萬(wàn)噸/年，其中，LNG氣化設(shè)計(jì)處理能力為307萬(wàn)噸/年,LNG液態(tài)槽車外運(yùn)設(shè)計(jì)處理能力為80萬(wàn)噸/年。 廣東珠海LNG擴(kuò)建項(xiàng)目二期工程（以下簡(jiǎn)稱二期工程）擬在珠海LNG接收站廠區(qū)內(nèi)進(jìn)行擴(kuò)建，新增5座27萬(wàn)方LNG儲(chǔ)罐及接收站相關(guān)設(shè)施擴(kuò)建工作。珠海LNG擴(kuò)建項(xiàng)目二期工程設(shè)計(jì)規(guī)模350萬(wàn)噸/年，建成投產(chǎn)后接收站總規(guī)模將達(dá)700萬(wàn)噸/年。
Project Summary：Zhuhai LNG Terminal is located at the foot of Pingpai Mountain, Gaolan Port, Zhuhai City, Guangdong Province, in the petrochemical storage area of Gaolan Port, about 60 kilometers away from Zhuhai urban area. Zhuhai LNG Terminal was completed in November 2013 and officially put into commercial operation in November 2014. At present, the design LNG processing capacity of Zhuhai LNG Terminal is 3.9 million tons/year, including 3.07 million tons/year for LNG gasification and 0.8 million tons/year for LNG liquid tanker outward transportation. The second phase of Guangdong Zhuhai LNG Expansion Project (hereinafter referred to as the second phase) is planned to expand in the plant area of Zhuhai LNG Terminal, adding five 270000m3 LNG tanks and relevant facilities of the Terminal. The design scale of the second phase of Zhuhai LNG expansion project is 3.5 million tons/year, and the total scale of the terminal will reach 7 million tons/year after it is completed and put into operation.

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應(yīng)通過(guò)ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書；

（2）業(yè)績(jī)要求Requirement for Bidder's reference:
投標(biāo)人所投產(chǎn)品的制造商自2012年1月1日至投標(biāo)截止之日（以到貨驗(yàn)收時(shí)間為準(zhǔn)），在中國(guó)境內(nèi)具有LNG接收站項(xiàng)目或具有接收站性質(zhì)的（即滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范）調(diào)峰站項(xiàng)目（需提供滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范2.0.2條液化天然氣接收站要素的證明材料）的LNG儲(chǔ)罐安全閥供貨業(yè)績(jī)，同時(shí)滿足：1.閥門尺寸不小于12寸；2.儲(chǔ)罐壓力安全閥（PSV）供貨數(shù)量累計(jì)不少于6臺(tái)，儲(chǔ)罐真空安全閥（VSV）累計(jì)不少于5臺(tái)。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：制造商名稱、閥門原產(chǎn)地、閥門數(shù)量、貨物名稱、項(xiàng)目名稱、閥門尺寸及到貨驗(yàn)收材料。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)制造商名稱、閥門數(shù)量、貨物名稱、項(xiàng)目名稱、閥門尺寸及到貨驗(yàn)收材料的，均視為無(wú)效業(yè)績(jī)。
From January 1, 2012 to the bid deadline（Subject to the arrival acceptance time）, the manufacturer shall hA/Ve the supply performance of LNG tank safety valves in China for LNG terminal projects or peak shA/Ving station projects with the nature of a terminal (meets the requirements of GB51156-2015 LNG Terminal Engineering Design Specifications, and shall provide certification materials to prove meeting the requirements of Article 2.0.2 of Code for Design of LNG Terminal Engineering GB51156-2015), must be met at the same time：1.Valve size is not less than 12 inches.2.The supply quantity of tank pressure safety valve (PSV) shall not be less than 6 sets in total, and tank vacuum safety valve (VSV) shall not be less than 5 sets in total.
The bidder shall submit performance form in the specified format and relevant performance certification documents. Performance certification documents include but are not limited to: 1) Copies of sales contracts (including relevant technical attachments) and 2) Arrival acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: manufacturer's name, valve quantity, goods name, project name, valve size and arrival acceptance materials.
Failure to submit performance certification documents or failure to reflect the manufacturer's name, valve origin, valve quantity, goods name, project name, valve size and arrival acceptance materials shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from July 10,2023to July 17,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
