(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Natural Gas From Dongfang 13-2 CEPB by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

（1）資格要求

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．本次招標(biāo)投標(biāo)人應(yīng)為天然氣離心壓縮機(jī)本體的制造商,買(mǎi)方不接受代理商投標(biāo)
Agent Bid: VENDOR shall be the manufacturer of natural gas centrifugal compressor body .The purchaser does not accept agent’s bid.

A. 其他
others
1）投標(biāo)人應(yīng)承諾自費(fèi)委托國(guó)家應(yīng)急管理部認(rèn)可的認(rèn)證機(jī)構(gòu)（ABS/DNV/BV/CCS)之一對(duì)壓縮機(jī)橇整體、變頻器成套柜和入口滌氣罐檢驗(yàn)并獲得檢驗(yàn)證書(shū)。
1）VENDOR shall at his own cost arrange inspection and obtain final certificate of The compressor Skids，Complete inverter cabinet and the Inlet Scrubber Skid from one of the certifying agencies authorized by National Emergency Management Department , which are ABS, DNV, BV and CCS.
（3）業(yè)績(jī)要求Requirement for Bidder's reference:
1）投標(biāo)人應(yīng)自2013年1月1日至投標(biāo)截止日（以合同簽訂日期為準(zhǔn)）具有至少兩套電機(jī)驅(qū)動(dòng)的天然氣離心壓縮機(jī)組在油氣田項(xiàng)目的供貨業(yè)績(jī)，該業(yè)績(jī)中電機(jī)功率應(yīng)≥10.5MW、處理量應(yīng)≥500萬(wàn)標(biāo)方/天 和出口壓力≥7600kPaG，并提供相關(guān)業(yè)績(jī)證明。
1) The VENDOR shall hA/Ve at least two sets of the natural gas centrifugal compressor unit driven by the motor in the Oil-gas field project from January 1, 2013 to the deadline for submission of bids (the date of contract signing), in which the motor power shall be ≥10.5MW, the processing capacity shall be ≥500x104Sm3/d and the outlet pressure shall be ≥7600kPaG, and provide relevant performance certificates.
2）投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷(xiāo)售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)、電機(jī)功率、處理量、出口壓力及到貨驗(yàn)收材料。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)、電機(jī)功率、處理量、出口壓力及到貨驗(yàn)收材料的，均視為無(wú)效業(yè)績(jī)。
2) VENDOR shall furnish reference List in given form for the above-mentioned Requirement for VENDOR's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods.The reference evidence certification furnished by VENDOR shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and Arrival acceptance materials.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2023年8月23日開(kāi)始至2023年8月31日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 投標(biāo)人須在線(xiàn)填寫(xiě) 招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。對(duì)于使用美元

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 23 Aug 2023 to 31 Aug 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
