中化建國(guó)際 （以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） （以下稱(chēng)為“招標(biāo)人”）委托，就曹妃甸6-4油田QHD31-4-1d、CFD6-4-5D井區(qū)開(kāi)發(fā)／1、2井區(qū)綜合調(diào)整項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of CFD6-4 OIL FIELD QHD31-4-1d、CFD6-4-5D WELL AREA DEVELOPMENT/ 1、2 WELL AREA INTEGRATED ADJUSTMENT by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標(biāo)條件

項(xiàng)目概況：

曹妃甸6-4油田QHD31-4-1d、CFD6-4-5D井區(qū)開(kāi)發(fā)／1、2井區(qū)綜合調(diào)整項(xiàng)目新建1座中心處理平臺(tái)CFD6-4CEPB，通過(guò)75m棧橋與已建CFD6-4CEPA連接。CFD6-4CEPA部分物流通過(guò)棧橋輸 電力依托秦皇島油田群岸電工程和平臺(tái)透平電站供電。 

   Project Summary：

A new central processing platform CFD6-4CEPB will be built for the QHD31-4-1d and CFD6-4-5D well block development/1 and 2 well block comprehensive adjustment project of CFD6-4 oilfield, which will be connected to the existing CFD6-4CEPA through a 75m trestle. Part of the logistics of CFD6-4CEPA is transported to the CFD6-4CEPB platform through a trestle bridge, where it merges with the CFD6-4CEPB logistics for oil, gas, and water separation. After being processed into qualified crude oil, it merges with the qualified crude oil processed by CFD6-4CEPA, and is transported to the Century FPSO for storage and export through the existing offshore pipeline NB35-2CEP; The treated production water is partially pressurized and reinjected into the formation on this platform, and partially transported to CFD6-4CEPA for reinjection through a trestle bridge; The treated associated gas power station and heat station are burned, and the excess part is recycled. The power is supplied by the Qinhuangdao Oilfield Group Shore Power Project and the Platform Turbine Power Station.

交貨期：2024年9月4日（國(guó)內(nèi)）或2024年8月20日（進(jìn)口）

    Delivery Schedule: On or before Sep.4th, 2024(From within PRC)

               On or before Aug.20th, 2024(From outside PRC)

從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：2024年9月4日前（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）

For goods offered from outside PRC customs territory::DAP (Qingdao port or Tianjin port)

 

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求 

Requirements for Qualification of Bidder

 

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；窗體頂端窗體底端

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

 

B．（不接受代理）

投標(biāo)人應(yīng)為天然氣壓縮機(jī)（旋轉(zhuǎn)式）的制造商或其授權(quán)的成橇商。

1）投標(biāo)人以自己制造的壓縮機(jī)本體參與投標(biāo)的，不能再將此壓縮機(jī)本體同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。

2）投標(biāo)人作為成撬商投標(biāo)的，應(yīng)得到壓縮機(jī)本體制造商的同意以及證明其在本次投標(biāo)中唯一正式授權(quán)書(shū)。

3）投標(biāo)人將被授權(quán)的壓縮機(jī)本體再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。

B.The bidder shall be the manufacturer of the natural gas compressor body or its authorized sled manufacturer

1)If a bidder participates in the bidding with their own manufactured compressor body, they cannot authorize other bidders to participate in the bidding at the same time, and all related bids will be rejected.

2)The bidder, as a prying bidder, shall obtain the consent of the compressor body manufacturer and proof of their sole formal authorization in this bidding.

3)The bidder will re authorize the authorized compressor body to other bidders to participate in the bidding process, and all related bids will be rejected.

（2）業(yè)績(jī)要求Requirement for Bidder's reference:

1)天然氣壓縮機(jī)型式為無(wú)油雙螺桿壓縮機(jī)或液環(huán)壓縮機(jī)。

The type of Low Pressure Gas Compressor Skids should be Oil free Twin-screw type compressor or Liquid Ring compressor.

 

2)天然氣壓縮機(jī)橇需按照《海上固定平臺(tái)安全規(guī)則》的要求進(jìn)行設(shè)計(jì)、制造、認(rèn)證和檢驗(yàn)。制造商應(yīng)委托國(guó)家應(yīng)急管理部海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級(jí)社（ABS, DNV,CCS，BV）對(duì)天然氣壓縮機(jī)橇進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書(shū)。

The natural gas compressor skid needs to be designed, manufactured, certified, and inspected in accordance with the requirements of the Safety Rules for Fixed Offshore Platforms. The manufacturer shall entrust a classification society (ABS, DNV, CCS, BV) recognized by the Offshore Oil Operation Safety Office (COOOSO) of the National Emergency Management Department to inspect the natural gas compressor skid and obtain an inspection certificate.

 

3)投標(biāo)人應(yīng)為天然氣壓縮機(jī)（旋轉(zhuǎn)式）的制造商或其授權(quán)的成橇商。若投標(biāo)人為天然氣壓縮機(jī)的制造商，需提供至少2臺(tái)套電機(jī)驅(qū)動(dòng)的無(wú)油雙螺桿壓縮機(jī)或電機(jī)驅(qū)動(dòng)的液環(huán)壓縮機(jī)（限2013年1月1日之后簽訂的合同，處理量≥2100Sm3/h，出口壓力≥650KPaG，壓縮介質(zhì)為天然氣）的供貨業(yè)績(jī)，并提供相應(yīng)的業(yè)績(jī)證明文件。若投標(biāo)人為天然氣壓縮機(jī)的成橇商，除了提供上面天然氣壓縮機(jī)制造商的業(yè)績(jī)外，還需提供至少2臺(tái)套電機(jī)驅(qū)動(dòng)的無(wú)油雙螺桿壓縮機(jī)橇或電機(jī)驅(qū)動(dòng)的液環(huán)壓縮機(jī)橇（限2013年1月1日之后簽訂的合同，處理量≥2100Sm3/h，出口壓力≥650KPaG，壓縮介質(zhì)為天然氣）的成橇業(yè)績(jī)，并提供相關(guān)業(yè)績(jī)證明文件。投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表。業(yè)績(jī)證明文件包括但不限于：銷(xiāo)售合同原件掃描件和到貨驗(yàn)收證明文件。業(yè)績(jī)證明文件至少體現(xiàn)以下內(nèi)容：合同首頁(yè)、簽字蓋章頁(yè)、合同簽署時(shí)間、制造廠家名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)、壓縮機(jī)型式、處理量、出口壓力、壓縮介質(zhì)、供貨數(shù)量，到貨驗(yàn)收證明文件。未提供以上文件或提供文件無(wú)法滿(mǎn)足上述要求的視為無(wú)效業(yè)績(jī)。為核實(shí)投標(biāo)人業(yè)績(jī)真實(shí)性，招標(biāo)人或評(píng)標(biāo)委員會(huì)有權(quán)要求投標(biāo)人提供原件核查或要求進(jìn)一步提供相關(guān)證明材料。投標(biāo)人無(wú)法提供原件或相關(guān)證明材料證明業(yè)績(jī)真實(shí)性的，可導(dǎo)致投標(biāo)被否決。

The bidder shall be the manufacturer of natural gas compressors (rotary type) or their authorized skid manufacturers. If the bidder is a manufacturer of natural gas compressors, it is required to provide at least 2 sets of oil-free twin screw compressors or motor driven liquid ring compressors (limited to contracts signed after January 1, 2013, with a processing capacity of ≥ 2100Sm3/h, export pressure of ≥ 650KPaG, and compressed medium of natural gas) with supply performance, and provide corresponding performance proof documents.If the bidder is a natural gas compressor integrator, in addition to providing the performance of the natural gas compressor manufacturer mentioned above, It is also necessary to provide the performance of at least 2 sets of oil-free twin screw compressors or motor driven liquid ring compressors (limited to contracts signed after January 1, 2013, with a processing capacity of ≥ 2100Sm3/h, export pressure of ≥ 650KPaG, and compressed medium of natural gas) with assemble performance, and provide corresponding performance proof documents. Bidders are required to submit performance forms in the prescribed format. Performance proof documents include but are not limited to: scanned copies of the original sales contract and proof of arrival and acceptance. The performance certification documents shall at least reflect the following contents: contract homepage, signature and seal page, contract signing time, manufacturer name, goods name, project name, compressor model, processing capacity, export pressure, compression medium, supply quantity, and arrival acceptance certification documents. Failure to provide the above documents or inability to meet the above requirements shall be deemed as invalid performance. In order to verify the authenticity of the bidder's performance, the tenderer or the bid evaluation committee has the right to request the bidder to provide original verification or further relevant supporting materials. If the bidder is unable to provide the original or relevant supporting materials to prove the authenticity of performance, it may result in the rejection of the bid.

4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2023年9月13日開(kāi)始至2023年9月22日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 投標(biāo)人須在線(xiàn)填寫(xiě) 招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。對(duì)于使用美元 招標(biāo)文件發(fā)售費(fèi)用用于印刷和郵寄招標(biāo)文件，有郵寄需求的請(qǐng)?jiān)谥Ц稌r(shí)備注收件人相關(guān)信息。

For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
