招標(biāo)編號(hào)（Bid No.）：0704-2340JDCP2062

中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化 （以下稱為“招標(biāo)人”）委托，就大榭石化餾分油五期項(xiàng)目25萬(wàn)噸/年烯烴分離裝置19臺(tái)低壓降止回閥進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)。

Entrusted by CNOOC Ningbo Daxie Petrochemical Co., LTD. (hereinafter referred to as the "Tenderer"), China Chemical Construction International Tendering Co., LTD. (hereinafter referred to as the "Tenderer") conducts an international public tender for 19 sets of 250,000 tons/year olefin separation units for the distillate Phase 5 project of Daxie Petrochemical. Bidders are invited to submit sealed bids for the following goods and services.

1. 招標(biāo)條件

Bidding Conditions：

項(xiàng)目概況：中海石油寧波大榭石化 煉化一體化項(xiàng)目，擬在擴(kuò)大企業(yè)規(guī)模的同時(shí)，進(jìn)一步完善輔助設(shè)施，實(shí)現(xiàn)產(chǎn)品結(jié)構(gòu)調(diào)整和優(yōu)化升級(jí)，以提升企業(yè)的整體競(jìng)爭(zhēng)能力。項(xiàng)目實(shí)施后，大榭石化原油一次加工能力為1400萬(wàn)噸/年，綜合配套能力為1200萬(wàn)噸/年。 該項(xiàng)目總投資約1626109萬(wàn)元，其中建設(shè)投資約1484420萬(wàn)元，新購(gòu)置周邊土地資源面積約149.43公頃，本項(xiàng)目新建600萬(wàn)噸/常減壓蒸餾、60萬(wàn)噸/年航煤加氫、150萬(wàn)噸/年加氫裂化、220萬(wàn)噸/年蠟油加氫處理、320萬(wàn)噸/年催化裂解（含產(chǎn)品精制和煙氣脫硫）、70萬(wàn)噸/年裂解柴油加氫、100萬(wàn)噸/年裂解石腦油加氫、80萬(wàn)噸/年芳烴抽提、150萬(wàn)噸/年連續(xù)重整裝置、100萬(wàn)噸/年抽提、15萬(wàn)標(biāo)立/時(shí)PSA氫氣提純、15萬(wàn)噸/年硫酸、45萬(wàn)噸/年聚丙烯等13套工藝裝置，以及相配套的總圖、儲(chǔ)運(yùn)、公用工程及輔助生產(chǎn)設(shè)施套完善等。

Project Summary：The Refinery And Chemical Integration project of CNOOC Ningbo Daxie Petrochemical Co., Ltd. plans to further improve auxiliary facilities and realize product structure adjustment and optimization and upgrading while expanding the scale of the company, so as to enhance the overall competitiveness of the company. After the implementation of the project, the primary crude oil processing capacity of Daxie Petrochemical will be 14 million tons/year, and the comprehensive supporting capacity will be 12 million tons/year. The total investment of the project is about 1,626,109 million yuan, among which the construction investment is about 1,844,420 million yuan. The newly purchased surrounding land resources area is about 149.43 hectares. The project newly built 13 sets of process equipment, including 600 Kta Atmospheric And vacuum Distillation, 60 Kta/year Jet Coal Hydrogenation, 150 Kta /year Hydrocracking, 220 Kta/year Wax Oil Hydrogenation, 320 Kta/year Catalytic Cracking (including product refining and flue gas desulfurization), 70 Kta/year Cracked Diesel Oil Hydrogenation, 100 Kta/year Cracked Naphtha Hydrogenation, 80 Ktayear Aromatics Extraction, 150 Kta/year Continuous reforming device, 100 Kta/year Extraction, 15 Kta bid/hour PSA Hydrogen Purification, 15 Kta/year Sulfuric Acid, 45 Kta/year Polypropylene, and supporting general drawing, storage and transportation, public works and auxiliary production facilities, etc.

從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：合同簽訂后34周（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）；

For goods offered from within PRC customs territory: 34 weeks after signing the contract (time of delivery of goods to the project site)；

從中華人民共和國(guó)關(guān)境外提供的貨物: 合同簽訂后32周（提單發(fā)貨時(shí)間）。

For goods offered from outside PRC customs territory 32weeks after signing the contract (departure date on Bill of Lading). 

交貨地點(diǎn)Destination of delivery:

從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：大榭項(xiàng)目現(xiàn)場(chǎng)

For goods offered from within PRC customs territory: Project Site in Daxie.

從中華人民共和國(guó)關(guān)境外提供的貨物: CIF中國(guó)寧波港

For goods offered from outside PRC customs territory:CIF Ningbo Seaport, P. R. China.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求

Requirements for Qualification of Bidder

A. 如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）;如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。

A. If the Bidder is domestic registered company,The bidder shall hA/Ve the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.

B從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：投標(biāo)人只能為投標(biāo)設(shè)備的制造商。

 

For goods offered from within PRC customs territory: Bidders can only be the manufacturers of the bidding equipment.

 

從中華人民共和國(guó)關(guān)境外提供的貨物:投標(biāo)人可為投標(biāo)設(shè)備的制造商或授權(quán)代理商。

 

For goods offered from outside PRC customs territory:Bidders can be the manufacturers or Authorized Agents of the bidding equipment.

 

C. 代理商要求：如果投標(biāo)人所投的貨物不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書，本次投標(biāo)的產(chǎn)品須為同一品牌。

C.  If the goods is not manufactured by bidder, the bidder shall be duly authorized by the goods' Manufacturer to supply the goods solely in this bidding, and the products in this bidding must be of the same brand.

D.  是否接受聯(lián)合體投標(biāo)：否

（2）資質(zhì)要求及證明文件：

  投標(biāo)人應(yīng)提供以下資質(zhì)證明材料，原件或復(fù)印件掃描件：
  The bidder shall provide the following qualification certification materials, original or scanned copies:
  投標(biāo)人提供型式試驗(yàn)報(bào)告，型式試驗(yàn)報(bào)告應(yīng)能覆蓋本次產(chǎn)品。
  The bidder shall provide a type test report, which should cover this product.

（3）業(yè)績(jī)要求

Requirement for Bidder's reference:

投標(biāo)人應(yīng)在2013年1月1日至投標(biāo)截止日，在中國(guó)境內(nèi)具有至少兩臺(tái)低壓降止回閥供貨業(yè)績(jī)，且滿足以下條件：DN≥750mm且最大壓差≯1KPa的軸流式低壓降止回閥；

The bidder shall, from January 1, 2013 to the bid deadline, at least hA/Ve a supply record of 2 sets low pressure drop check valves in China, and meet the following conditions: axial flow low pressure drop check valves with DN≥750mm and maximum pressure difference ≯1KPa;

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：無(wú)價(jià)銷售合同影印件（含相關(guān)技術(shù)附件）以及其他證明材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：項(xiàng)目名稱、合同簽署時(shí)間、貨物名稱（低壓降止回閥，軸流式）、數(shù)據(jù)表（包含公稱直徑、壓差等信息）。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證上述信息的，均視為無(wú)效業(yè)績(jī)。

The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance supporting documents include but are not limited to: photocopies of priceless sales contracts (including relevant technical attachments) and other supporting materials. The performance certificate submitted by the bidder must at least reflect the following contents: project name,  contract signing time, goods name (low pressure drop check valve, axial flow), data sheet (including nominal diameter, pressure difference and other information). Failure to submit performance documentation, or the performance documentation provided cannot verify the above information, shall be regarded as invalid performance. 

4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2023年09月21日開始至2023年09月28日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 投標(biāo)人須在線填寫 招標(biāo)文件每套售價(jià)為200元人民幣，售后不退。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from September 21, 2023 to September 28,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200, and it is non refundable after sales.

5. 投標(biāo)文件的遞交 Submission of bid

投標(biāo)截止時(shí)間（開標(biāo)時(shí)間）：2023年10月13日 10：00（北京時(shí)間）。

The deadline for submission of bid (bid opening time):10:00, Octorber 13, 2023 (Beijing time).

在此時(shí)間后收到的投標(biāo)文件恕不接受。

Any bid beyond the required time and date shall be subject for rejection.
