中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國）有限公司（以下稱為“招標(biāo)人”）委托，就自動(dòng)化立體巖心庫內(nèi)部建設(shè)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Internal Construction Project of Automatic Stereo Core Library by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：巖心薄片進(jìn)行全幅面薄片圖像采集有利于對(duì)薄片的整體認(rèn)識(shí)，新建自動(dòng)化立體巖心庫擬購1套巖心薄片全幅面自動(dòng)采集系統(tǒng)，實(shí)現(xiàn)對(duì)巖心薄片進(jìn)行自動(dòng)進(jìn)片、全幅面自動(dòng)掃描。

Project Summary：Collecting full width thin section images is beneficial for the overall understanding of thin sections. A new automated three-dimensional core library is planned to purchase a set of rock thin slice full width automatic collection system, which will achieve automatic feeding and full width automatic scanning of core thin slices.

資金到位或資金來源落實(shí)情況：已落實(shí)。

主要技術(shù)規(guī)格：1、光學(xué)系統(tǒng)：無限遠(yuǎn)軸向、徑向雙重色差校正及反差增強(qiáng)型光學(xué)系統(tǒng)。2、物鏡：專業(yè)高分辨物鏡，物鏡放大倍數(shù)5X、10X、20X、40X（透射光專用鏡頭）、50X。3、物鏡轉(zhuǎn)盤：不少于6孔的物鏡電動(dòng)轉(zhuǎn)換器。4、功能轉(zhuǎn)盤：不少于10位電動(dòng)功能轉(zhuǎn)輪。5、偏光：電動(dòng)偏光，可自動(dòng)記憶和進(jìn)行多個(gè)偏光角度調(diào)節(jié)。6、掃描速度：明場15mmX15mm@0.22um/pixel，10分鐘。7、自動(dòng)換樣：可自動(dòng)切換不少于50片的載玻片（26mmX76mm）換樣。8、軟件部分：具有圖像導(dǎo)航功能，可實(shí)現(xiàn)多圖同步比較功能，可對(duì)不少于50片薄片進(jìn)行自動(dòng)掃描管理，人工智能機(jī)器學(xué)習(xí)模塊，全薄片圖像管理及動(dòng)態(tài)展示。

Main Specifications:

1. Optical system: infinite far axial and radial dual color difference correction and contrast enhancement optical system. 2. Objective: a professional high-resolution objective that corrects color difference and strain free on the basis of traditional objectives. The objective lens has a magnification of 5X, 10X, 20X, 40X (dedicated for transmitting light), and 50X. 3. Objective turntable: an objective electric converter with no less than 6 holes. 4. Functional turntable: no less than 10 electric function wheels. 5. Polarization: electric polarization, which can automatically memorize and adjust multiple polarization angles. 6. Scanning speed: bright field 15mmX15mm@0.22um/Pixel, 10 minutes. 7. Automatic sampling: it can automatically switch between at least 50 glass slides (26mmX76mm) for sampling. 8. Software part: equipped with image navigation function, it can achieve multi image synchronization comparison function, workflow settings can automatically scan and manage no less than 50 thin films, artificial intelligence machine learning module, full sheet image management and dynamic display.

3.對(duì)投標(biāo)人的資格和業(yè)績要求：

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照。

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。

A. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license.

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.制造商應(yīng)通過ISO9001（或GB/T19001）質(zhì)量體系認(rèn)證。投標(biāo)人須提供制造商有效的質(zhì)量體系認(rèn)證證書。

B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001 (or GB/T19001) Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.

C.投標(biāo)人應(yīng)為所投貨物的制造商或代理商。如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。

C. The bidder shall be the manufacturer of bid goods or the agent. If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

D.是否接受聯(lián)合體投標(biāo)：否

E.未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以。

（2）業(yè)績要求

Requirement for Bidder's reference:
2020年01月01日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少1個(gè)可對(duì)巖心薄片進(jìn)行自動(dòng)進(jìn)片、自動(dòng)全幅面采集系統(tǒng)供貨業(yè)績。

From Jan. 1^st, 2020 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least one performance is the core thin slice can be fed automatically and Full-width Automatic Collection System for Core Slices.

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱及到貨驗(yàn)收材料。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods and receiving certificate of arrival of goods.

未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱及到貨驗(yàn)收材料的，均視為無效業(yè)績。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
