3、投標人資格要求投標人應(yīng)具備的資格或業(yè)績:投標人資格和業(yè)績要求：Qualification and Achievement requirements for the bidder投標人需提供以下文件The following documents must be provided（1）投標人須按招標文件第一冊第四章格式IV-9.資格證明文件格式的要求填寫和提交有關(guān)資料。Bidders should fill in and provide relevant materials in accordance with the requirements of Format IV-9 in Section 4.（2）若投標產(chǎn)品為非進口產(chǎn)品，投標人必須為制造商。如投標產(chǎn)品為進口產(chǎn)品，允許制造商或制造商直接授權(quán)的代理商參加投標。Bidder must be the Manufacturer itself if the production is made in PRC。 Bidder must be the Manufacturer itself or directly authorized Agent if the production is made outside PRC。（3）如為代理商投標：If as an Agent:1) 須提供制造商對本次投標出具的唯一正式授權(quán)書；The bidder should provide a letter with original sole official authorized by Manufacturer for the bid2) 投標人在當?shù)匾婪ǖ怯涀缘臅r間距開標之日須滿三年，并提供營業(yè)執(zhí)照等注冊登記的有效證件復(fù)印件；The Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;3) 開標之日前三年內(nèi)，投標人須具有同類產(chǎn)品至少兩個不同年份的銷售業(yè)績，并提供相應(yīng)證明其銷售業(yè)績的合同復(fù)印件或用戶證明，并由投標人代表簽字或蓋章；The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance should be provided and signed or sealed by the Bidder; (4) 投標人 The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).(5)第八章中要求的其他合格的資格證書Other Qualification and Achievement requirements stipulated in Section 8.是否接受聯(lián)合體投標:不接受未領(lǐng)購招標文件是否可以參加投標:不可以4、
