中化建國(guó)際 受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國(guó)際公開競(jìng)爭(zhēng)性招標(biāo)，于2024-01-22在公告。
本次招標(biāo)采用傳統(tǒng)招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):（1）資格要求 Requirements for Qualification of Bidder A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate. B. 接受代理B.Bid by Agent is accepted.國(guó)內(nèi)產(chǎn)品不允許代理商投標(biāo)，境外產(chǎn)品接受代理商投標(biāo)。
境外產(chǎn)品使用代理商投標(biāo)時(shí)，投標(biāo)人應(yīng)得到本次投標(biāo)所投產(chǎn)品境外制造商的同意，并提供該產(chǎn)品的合法唯一且在有效期內(nèi)的代理授權(quán)書。
Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding，and the certificate is within the validity period.  C. 是否接受聯(lián)合體投標(biāo)：否C.Joint Venture: Not AcceptedD.未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo):不可以D.Bid without the bidding documents：NOT Available （2）資質(zhì)要求及證明文件Requirements of Qualification of Bidder and Certificate投標(biāo)人所投產(chǎn)品的取證要求：Certification requirements for the products offered by the bidder:A．國(guó)內(nèi)產(chǎn)品：針對(duì)閥門制造的取證級(jí)別，投標(biāo)產(chǎn)品的制造商應(yīng)當(dāng)取得有效期內(nèi)的《中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證》，投標(biāo)時(shí)需提供證書原件掃描件（原件備查）。
A．Domestic products: For the certification level of valve manufacturing, The manufacturer of the bid product shall obtain the validity period the《Special equipment production license of the People's Republic of China》, When bidding, it is necessary to provide a scanned copy of the original certificate (original copy for reference).B．國(guó)外產(chǎn)品：針對(duì)閥門制造的取證級(jí)別，投標(biāo)產(chǎn)品的制造商應(yīng)當(dāng)取得有效期內(nèi)的壓力管道閥門的《中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證》，并通過(guò)型式試驗(yàn)和制造監(jiān)督檢驗(yàn)（或者進(jìn)口安全性能監(jiān)督檢驗(yàn)），且證書批準(zhǔn)范圍覆蓋本次投標(biāo)產(chǎn)品尺寸磅級(jí)。
過(guò)渡期內(nèi)（2024年5月31日之前）未取得上述證書的，需提供特種設(shè)備型式試驗(yàn)證書（壓力管道元件）,且證書批準(zhǔn)范圍涵蓋本次招標(biāo)范圍。
投標(biāo)時(shí)需提供證書原件掃描件（原件備查）。
B．Abroad products: For the certification level of valve manufacturing,the manufacturer of the bid product shall obtain the validity period the 《Special equipment production license of the People's Republic of China》for pressure line valve, and pass type tests and manufacturing supervision and inspection (or import safety performance supervision and inspection),and the scope of the certificate is covered this bid product size and class.If the above certificates are not obtained during the transition period (before May 31, 2024), a special equipment type test certificate (pressure pipeline components) must be provided,And the scope of the certificate is covered by the scope of the tender.When bidding, it is necessary to provide a scanned copy of the original certificate (original copy for reference). （3）業(yè)績(jī)要求Requirement for Bidder's reference:2013年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)滿足以下業(yè)績(jī)要求：From January 1, 2013 to the deadline for submission of bids (Subject to the date of signing the contract).The manufacturer of the bidder’s product shall meet the following performance requirements:A．對(duì)于控制閥，應(yīng)至少具有兩個(gè)合同的控制閥供貨業(yè)績(jī)，且均滿足閥門尺寸不低于6"且壓力等級(jí)不低于900LB和閥門尺寸不低于10"且壓力等級(jí)不低于150LB的技術(shù)要求，兩種規(guī)格閥門的供貨業(yè)績(jī)可以為同一合同或多個(gè)合同。
投標(biāo)人須提交相關(guān)業(yè)績(jī)證明文件。
A．For control valves should have at least two contract of control valve supply performance, Technical requirements of both are satisfied valve size not less than 6" ,pressure not less than 900LB, and valve size not less than 10",pressure not less than 150LB,The supply performance of the two types of valves can be the same contract or multiple contracts.the bidder shall submit relevant performance certificates. B．對(duì)于自力式調(diào)節(jié)閥，應(yīng)至少具有兩個(gè)合同的自力式調(diào)節(jié)閥供貨業(yè)績(jī)，且均滿足閥門尺寸不低于2"且壓力等級(jí)不低于150LB的技術(shù)要求，投標(biāo)人須提交相關(guān)業(yè)績(jī)證明文件。
B．For self-operated control valves should have at least two contract of self-operated control valve supply performance，technical requirements of both are satisfied valve size not less than 2" ,pressure not less than 150LB, , the bidder shall submit relevant performance certificates.業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收證明文件。
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、閥門類型、閥門尺寸、閥門壓力等級(jí)等技術(shù)要求及到貨驗(yàn)收材料。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、閥門類型、閥門尺寸、閥門壓力等級(jí)等技術(shù)要求及到貨驗(yàn)收材料的均視為無(wú)效業(yè)績(jī)。
Performance certificates include but are not limited to: 1) copies of sales contracts (including relevant technical attachment) and 2) prove document of arrival acceptance. The performance certificates submitted by the tenderer must at least reflect the following contents: contract signing time,manufacturer name, goods name,valve type, valve size, valve pressure rating and other technical requirements, as well as arrival acceptance documents. If no performance certificate is submitted, or the provided performance certificate fails to reflect the contract signing time,manufacturer name, goods name, valve type, valve size, valve pressure rating and other technical requirements,as well as arrival acceptance documents.it shall be deemed as invalid performance.
