中化建國際 受招標(biāo)人委托對下列產(chǎn)品及服務(wù)進行國際公開競爭性招標(biāo)，于2024-02-05在公告。
本次招標(biāo)采用傳統(tǒng)招標(biāo)方式，現(xiàn)邀請合格投標(biāo)人參加投標(biāo)。

項目概況:中海油惠州石化 動力部1#鍋爐超低壓燃燒器及自動化改造項目。
惠州石化 擬投資建設(shè)2200萬噸/年煉油產(chǎn)品結(jié)構(gòu)優(yōu)化及質(zhì)量升級項目，優(yōu)化全廠總加工流程及產(chǎn)品結(jié)構(gòu)，在惠煉二期項目預(yù)留用地新建150 萬噸/年芳烴聯(lián)合、100 萬噸/年連續(xù)重整、160 萬噸/年加氫裂化和40 萬噸/年輕汽油醚化四套生產(chǎn)裝置。

投標(biāo)人應(yīng)具備的資格或業(yè)績:對投標(biāo)人的資格和業(yè)績要求：Requirements for Qualification and reference of Bidder:（1）資格要求Requirements for Qualification of BidderA. 如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）;如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明。
A. If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.B. 投標(biāo)人可為投標(biāo)設(shè)備的制造商或代理商。
若投標(biāo)人為代理商，投標(biāo)人應(yīng)得到本次投標(biāo)所投產(chǎn)品的制造商同意其為本次投標(biāo)提供該產(chǎn)品的合法正式授權(quán)書。
B.  Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.C.  是否接受聯(lián)合體投標(biāo)：否Joint Venture: Not Accepted未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以Bid without the bidding documents：NOT Available（2）資質(zhì)要求及證明文件：無Requirements of Qualification of Bidder and Certificate：NO（3）業(yè)績要求Requirement for Bidder's reference:a) 2018年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少一臺套應(yīng)用于動力站燃油燃?xì)忮仩t或動力站燃?xì)忮仩t（蒸發(fā)量在130T/H及以上）的燃燒器的銷售業(yè)績。
a) Until January 1,2018 toto the deadline for submission of bids?(subject to the time of signing the contract)，Manufacturer of the product offered by the bidder?should have at least one set of oil and gas boiler or gas boiler (evaporation capacity of 130T/H and above) burner sales performance for power station.投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。
業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、鍋爐蒸發(fā)量、應(yīng)用于動力站燃油燃?xì)忮仩t或動力站燃?xì)忮仩t及到貨驗貨證明材料。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)滿足上述業(yè)績要求的，均視為無效業(yè)績。
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (with seals of both parties), manufacturer name, goods name, boiler evaporation，burner application scenarios and arrival inspection certification materials. Failure to submit performance documentation, or the performance documentation provided cannot reflect that the above performance requirements are met, shall be regarded as invalid performance.
