中化建國際 （以下稱為“招標代理機構(gòu)”）受（以下稱為“招標人”）委托，就燃驅(qū)濕氣壓縮機組進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by China National Offshore Oil Corporation (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件

項目概況：招標人購買3套燃驅(qū)濕氣壓縮機組，安裝于平臺上甲板預留區(qū)域，兩用一備，用于增壓平臺低滲井和其他平臺來氣，滿足天然氣進脫水塔壓力要求。
Project Summary：The bidder shall purchase three sets of combustion driven wet gas compressor units, which shall be installed in the reserved area on the deck of the platform, with two in use and one backup，Used for Gas boosting from low-pressure wells gas on platforms and other platforms gas to meet the pressure requirements for natural gas entering the dehydration tower.

2. 招標內(nèi)容：Bidding Contents:
貨物名稱：燃驅(qū)濕氣壓縮機組
Name of Goods: GAS TURBINE-DRIVEN WET GAS COMPRESSOR UNITS
數(shù)量：3 套
Quantity: 3 sets
主要技術(shù)規(guī)格：單臺壓縮機設計處理能力13.3億方/年，入口壓力：3010-4300kPaA，入口溫度：40℃；出口壓力：9220kPaA，燃氣輪機ISO工況下功率約10MW。
Main Specifications:
The design processing capacity of a single compressor is 1.33 billion cubic meters per year, inlet pressure: 3010-4300kPaA, inlet temperature: 40 ℃; Export pressure: 9220kPaA, the power of gas turbine under ISO condition is about 10MW.
交貨期：
Delivery Schedule:
從中華人民共和國關(guān)境內(nèi)提供的貨物：合同簽訂后12個月內(nèi)（貨到項目現(xiàn)場時間，地點為中國舟山或其他買方指定地點）
For goods offered from within PRC customs territory: on or before 12 months after signing the contract (arrival date to Zhoushan or other designated places).
從中華人民共和國關(guān)境外提供的貨物：合同簽訂后11.5個月內(nèi)（貨到中國寧波港或其他買方指定中國境內(nèi)港口）
For goods offered from outside PRC customs territory: on or before 11.5 months after signing the contract ( Ningbo port or other designated places within PRC customs territory ).
如果交貨期超過上述時間 4 周，則視為非響應性投標而予以否決。
The bid document will be rejected if the delivery date is 4 weeks later than the time required.
3. 對投標人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid business registration certificate.
B. 投標人應為壓縮機制造商，或燃氣輪機和壓縮機制造商唯一授權(quán)的壓縮機組的制造商（成橇商）。投標人如為聯(lián)合體，聯(lián)合體牽頭方應滿足上述要求。本次招標不接受代理商投標。
The bidder shall be a gas turbine manufacturer, compressor manufacturer, or the only authorized compressor unit manufacturer (integrator) of the gas turbine and compressor manufacturer . Bid by agent is not accepted.
D. 是否接受聯(lián)合體投標：是
Joint Venture: Accepted
本次招標允許聯(lián)合體投標，但僅限于在聯(lián)合體牽頭人無法合法簽訂人民幣合同的情況下與國內(nèi)的聯(lián)合體成員組成聯(lián)合體，且全部聯(lián)合體成員數(shù)量不得多于兩家。
Joint Venture is permitted, which is only for the leading party that cannot sign the Contract in RMB Yuan legally forming Joint Venture with domestic member. The number of JV members shall not exceed two.
E. 未領(lǐng)購招標文件是否可以參加投標:不可以
Bid without the bidding documents：NO
業(yè)績要求Requirement for Bidder's reference:
a) 2014年1月1日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品的制造商應有至少1個合同的壓縮機供貨業(yè)績，處理介質(zhì)為天然氣，且均滿足壓縮機處理量應≥15.83萬方/小時和出口壓力≥9200kPaG的技術(shù)要求，需證明壓縮機的驅(qū)動機為燃機且功率≥10MW。
From January 1, 2014 to the bidding deadline (based on the date of contract signing), the manufacturer of the bidding products should have at least one compressor contract of supply performance. and the processing medium is natural gas.，And the performance should include a processing capacity of 15.83×104 cubic meters/hour , and an outlet pressure of ≥ 9200kPaG, and the compressor should be driven by a gas turbine with a power ≥10MW.
b) 如投標人無法滿足以上業(yè)績a）要求，投標人所投產(chǎn)品在投標前獲得備案的首次工程應用管理認定，提供簽字蓋章的《首次工程應用管理認定申請審批表》證明文件，可視同滿足以上業(yè)績條件。
If the bidder cannot meet the requirements of the above a)clause, the bidder shall obtain the first project application management certification before bidding which approved by CNOOC China Ltd. The signed and sealed certification document of "Approval form of application for management identification of first engineering application of major technologies and products" can be provided as same as meeting requirements of the one above clauses.
c) 已納入三新三化清單且提供相應產(chǎn)品的供應商，其業(yè)績視為滿足本招標項目要求（不受上述a)條業(yè)績要求的限制）。
The performance of suppliers providing similar products that have been included in the "Three New Three Industrialization List" of CNOOC China Ltd shall be deemed to meet the requirements of the bidding project (not subject to the performance requirements of Section a)above).
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（應有雙方蓋章）、制造商名稱、貨物名稱、壓縮機處理量、出口壓力、燃氣輪機功率等技術(shù)要求和到貨驗收材料。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)滿足上述業(yè)績要求的，均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, and Arrival acceptance materials (including arrival receipt, the processing capacity, the outlet pressure and the gas turbine power, commissioning qualification certificate, etc.).
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
投標人需承諾燃驅(qū)離心式壓縮機組按照《海上固定平臺安全規(guī)則》的要求進行設計、制造、認證和檢驗。投標人應委托中國國家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認可的船級社（ABS，DNV，CCS，BV之一）對雙燃料透平發(fā)電機組整體（包括機組橇塊外附屬設備）進行檢驗并獲得檢驗證書。
Bidders need to promise the GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The GAS TURBINE-DRIVEN CENTRIFUGAL COMPRESSOR UNITS （include outside affiliated equipment of the dual fuel turbine generator Package）from one of the certifying agencies authorized by COOOSO, which are ABS\DNV\CCS\BV.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2024年2月8日開始至2024年2月21日止，請登錄中國海油采辦業(yè)務管理與交易系統(tǒng)(）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from February 8th, 2024 to February 21th, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
