天津渤化化工進(jìn)出口 受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國際公開競(jìng)爭(zhēng)性招標(biāo)，于2024-04-09在發(fā)布變更公告。
本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

1、招標(biāo)條件
項(xiàng)目概況:天津渤化化工發(fā)展 “兩化”搬遷改造項(xiàng)目-12萬噸/年糊樹脂裝置。
現(xiàn)擬采購種子乳液法糊樹脂聚合釜罐底球閥14臺(tái)、微懸浮引發(fā)劑溶解槽罐底球閥1臺(tái)，采用進(jìn)出口異徑結(jié)構(gòu)，凸臺(tái)伸入式PAD法蘭安裝，可伸入釜底，閥球盡可能與釜底內(nèi)壁接近以減少死區(qū)和積料。

資金到位或資金來源落實(shí)情況:自籌資金，資金來源已落實(shí)。

3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):（1）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件并參加投標(biāo)競(jìng)爭(zhēng)的法人或其他組織。
任何未在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件的法人均不得參加投標(biāo)。

The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（2）凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)（以下簡(jiǎn)稱“合格來源國/地區(qū)”）的法人均可投標(biāo)。

This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。

Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（4）接受委托參與項(xiàng)目前期咨詢和招標(biāo)文件編制的法人不得參加受托項(xiàng)目的投標(biāo)，也不得為該項(xiàng)目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。

Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（5）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)，共同組成聯(lián)合體投標(biāo)的除外。

Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. except for the case to form a Joint Venture to bid.
（6）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才能參加投標(biāo)。

The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（7）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件載明的投標(biāo)截止時(shí)間前在（網(wǎng) 否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。

Bidders should successfully complete the registration on http:// (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（8）投標(biāo)人必須是專業(yè)的儀表閥門制造商，并提供“制造商資格聲明”（格式見第一冊(cè)第四章格式IV-9-2），不接受代理商投標(biāo)。
中國境內(nèi)投標(biāo)人須提供營業(yè)執(zhí)照副本掃描件；中國境外投標(biāo)人的公司須提供注冊(cè)證明文件掃描件。
投標(biāo)人為中華人民共和國以內(nèi)企業(yè)的（不含港澳臺(tái)地區(qū)，下同），掃描件需加蓋公章的；國外的（含港澳臺(tái)地區(qū)，下同）只需被授權(quán)人簽字。

The Bidder shall be professional equipment manufacturer. “Manufacturer Qualification Statement” shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I). Agent bidding is not accepted. Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad.  Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below)
（9）2019年1月1日至今投標(biāo)人在中國范圍內(nèi)化工生產(chǎn)裝置銷售并成功驗(yàn)收的，單筆合同不少于5臺(tái)套罐底（或釜底）球閥形式（采用PAD法蘭）的業(yè)績(jī)至少一項(xiàng)，并提供業(yè)績(jī)清單。
(業(yè)績(jī)清單格式見第六章附表1）。

The bidder must have at least one experience of sale and successfully accepted , which shall have no less than 5 sets of tank bottom (or reactor bottom ) ball valves (using PAD flanges) in a single contract within the scope of chemical production plants in China since January 1, 2019, and provide a performance list.(See Attached Table 1 of Section Six for the format of performance list).
（10）投標(biāo)人應(yīng)提供制造商對(duì)產(chǎn)品質(zhì)量保證和售后服務(wù)的承諾函原件。

The bidder shall provide  the original letter of commitment for the manufacturer's product quality assurance and after-sales service.
（11）投標(biāo)人須提供有效期內(nèi)的ISO9001、ISO14001體系認(rèn)證證書掃描件（掃描件須加蓋投標(biāo)人公章，如為國外投標(biāo)人只需被授權(quán)人簽字）。

The bidder must provide the copies of ISO9001, ISO14001 system certification certificates within the validity period (the domestic bidder must affix the official seal, and the overseas bidder only needs the signature of the authorized person).
（12）投標(biāo)的投標(biāo)代表須提供法定代表人授權(quán)書（格式見招標(biāo)文件第一冊(cè)第四章，格式IV-8）、法定代表人身份證明書及被授權(quán)人的身份證明（身份證）；如負(fù)責(zé)本次投標(biāo)的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。

Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
（13）加蓋公章的投標(biāo)人開立基本賬戶的銀行所開具銀行資信證明和經(jīng)會(huì)計(jì)師事務(wù)所審計(jì)的2022年度財(cái)務(wù)審計(jì)報(bào)告復(fù)印件（復(fù)印件須加蓋投標(biāo)人公章，如為國外投標(biāo)人只需被授權(quán)人簽字）。

Bidders shall provide the original Credit Certificates issued by the bank where his basic account is open, and the copy of Annual Audit Report of 2022 with its company sealing for domestic bidders (excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
