中化建國(guó)際 受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國(guó)際公開(kāi)競(jìng)爭(zhēng)性招標(biāo)，于2024-04-26在發(fā)布變更公告。
本次招標(biāo)采用傳統(tǒng)招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

A．★營(yíng)業(yè)執(zhí)照：如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。

E.★第三方產(chǎn)品認(rèn)證證書(shū):提供中華人民共和國(guó)應(yīng)急管理部認(rèn)可的ABS、BV和DNV船級(jí)社機(jī)構(gòu)證書(shū)（需要從以上任意一家機(jī)構(gòu)獲得第三方產(chǎn)品認(rèn)可證書(shū)），除了上述3家機(jī)構(gòu)外的任何機(jī)構(gòu)包括他們的下屬機(jī)構(gòu)均不允許。
并隨設(shè)備一同交付。

 ★Third party certification:The Products certifying agency's certificates shall be issued by one of the agencies among ABS, BV and DNV which are approved as Classification Society by the Emergency Management Department, PRC. It’s not allowed that the certificates issued by inspection subordinate organization, certification subordinate organization or consultant subordinate organization of these 3 Classification Societies approved by the Emergency Management Department, PRC. The Certificate of Compliance shall be issued with the cargo delivered.

F.★型式認(rèn)證證書(shū):提供型式認(rèn)可證書(shū)（需要從中華人民共和國(guó)應(yīng)急管理部認(rèn)可的ABS、BV、CCS、DNV船級(jí)社機(jī)構(gòu)中任意一家機(jī)構(gòu)獲得型式認(rèn)可證書(shū)）。

（2）業(yè)績(jī)要求Requirement for Bidder's reference:
★柔性立管和柔性軟管業(yè)績(jī)要求
Flexible Performance requirements2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少2個(gè)用于油氣輸送的海底柔性軟管（輸送介質(zhì)為油或氣）供貨業(yè)績(jī)，其中至少一個(gè)內(nèi)徑不小于5.5寸、水深不小于420米的柔性立管，和至少一個(gè)內(nèi)徑不小于9.5英寸、水深不小于750米的柔性軟管。
上述業(yè)績(jī)不要求必須在同一合同中。


投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。
業(yè)績(jī)證明文件包括但不限于：1) 銷(xiāo)售合同復(fù)印件（包括封面、簽字頁(yè)及相關(guān)技術(shù)附件）；和 2) 到貨驗(yàn)收材料（包括但不限于最終用戶(hù)簽署的完工證明或用戶(hù)出具的臨時(shí)驗(yàn)收證明或第三方船級(jí)社出具的放行單）， 以驗(yàn)證其真實(shí)性。
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)、內(nèi)徑、水深技術(shù)要求、到貨驗(yàn)收證明。

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱(chēng)、貨物名稱(chēng)、項(xiàng)目名稱(chēng)、內(nèi)徑、水深的技術(shù)要求及到貨驗(yàn)收證明的，均視為無(wú)效業(yè)績(jī)。

投標(biāo)人務(wù)必填寫(xiě)格式附件3業(yè)績(jī)表。

From 1st Jan, 2014 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least 2 similar product supply performance of, and all meet the technical requirements of subsea flexible riser and flowline (oil and gas content only) with at least one flexible riser with ID not less than 5.5 inches and the water depth not less than 420 meters, and at least one flexible flowline with ID not less than 9.5 inches and the water depth of not less than 750 meters. There is no requirement that the above performance must be in the same contract.
- The Bidder shall provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and 2) arrival and acceptance documents (including, but not limited to, certificates of completion signed by the end-user or temporary acceptance certificates issued by the user or release note issued by third-party classification societies)， to verify its authenticity. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing Contract, Name of  Manufacturer, Name of Goods, Name of Project, technical requirements of ID, water depth,  and Receiving certificate of arrival of goods.
- If no documentary evidence furnished, or documentary evidence furnished can not demonstrate  Date of signing Contract, Name of  Manufacturer, Name of Goods, Name of Project, technical requirements of ID, water depth, and Receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
The bidder must fill in the performance form in form Attachment 3：:List of Performance.
★連接器業(yè)績(jī)要求
Connector performance requirements2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），本次所投連接器的制造商應(yīng)具有至少2個(gè)連接器的供貨業(yè)績(jī)，其中至少一個(gè)8寸及以上、水深不小于420米的垂直連接器和至少一個(gè)18寸及以上、水深不小于420米的水平連接器，供貨業(yè)績(jī)中連接器型式應(yīng)與投標(biāo)人標(biāo)書(shū)中計(jì)劃使用連接器型式保持一致。
上述業(yè)績(jī)不要求必須在同一合同中。

From 1st Jan, 2014 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of connectors shall have at least 2 connector supply performance of subsea connector with at least one vertical connector of 8in or above and the water depth not less than 420 meters, and at least one horizontal connector of 18in or above and the water depth not less than 420 meters. The type of the connector in the connector supply performance shall be consistent with the connector in bidder’s bid. There is no requirement that the above performance must be in the same contract.

The Bidder shall provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and 2) arrival and acceptance documents (including, but not limited to, certificates of completion signed by the end-user or temporary acceptance certificates issued by the user or release note issued by third-party classification societies)， to verify its authenticity.
