投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):（1）資格要求 Requirements for Qualification of Bidder A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；窗體頂端窗體底端A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.★B、投標(biāo)人應(yīng)具有并在投標(biāo)時(shí)提供有效期內(nèi)的GB/T19001（ISO9001）質(zhì)量管理體系認(rèn)證證書（認(rèn)證范圍應(yīng)包含生產(chǎn)或制造范圍），質(zhì)量管理體系認(rèn)證證書應(yīng)在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站（http:// ）可查詢。
若認(rèn)證機(jī)構(gòu)為國(guó)外的，應(yīng)在投標(biāo)時(shí)提供有效期內(nèi)的GB/T19001（ISO9001）質(zhì)量管理體系認(rèn)證證書（掃描件）。

B、投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。
業(yè)績(jī)證明文件至少包括：1）銷售合同復(fù)印件（內(nèi)容至少包括：合同首頁(yè)、簽字蓋章頁(yè)、簽署時(shí)間、制造商名稱、貨物名稱及數(shù)量、微波法測(cè)量原理技術(shù)要求） 和 2）雙方簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或使用方出具的有效證明文件）。
C、未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法滿足上述要求的，均視為無(wú)效業(yè)績(jī)。
A. From January 1, 2014 to the bidding deadline, bidders are required to have supply performance for at least two contracts (each contract shall not be less than 2 oil water content analyzers based on microwave measurement principles) for the products they bid for (based on the date of contract signing).B. Bidders are required to submit performance forms in the prescribed format and relevant performance certification documents. The performance certification documents shall at least include: 1) a copy of the sales contract (including at least the contract front page, signature and seal page, signing time, manufacturer's name, goods name and quantity, microwave measurement principle and technical requirements), and 2) signed or stamped arrival acceptance materials (arrival acceptance form or commissioning acceptance report or valid certification document issued by the user) by both parties.C. Failure to submit performance proof documents, or failure to meet the above requirements with the provided performance proof documents, shall be deemed as invalid performance.
