3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績:3.對投標(biāo)人的資格和業(yè)績要求：Requirements for Qualification and reference of Bidder:（1）資格要求Requirements for Qualification of Bidder1)★如果投標(biāo)人為境內(nèi)注冊公司，需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided (all documents shall within the validity period); If the bidder is an overseas registered company, it shall provide valid company registration certificate.2)★制造商應(yīng)具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書，投標(biāo)人投時須提供制造商有效的質(zhì)量體系認(rèn)證證書原件的掃描件。
Bidder shall include the scanned copy of valid Certificate of Quality Management System Certification (GB/T19001（ISO9001）of Manufacturer in the bidding document.3)★投標(biāo)人應(yīng)承諾進(jìn)行第三方檢驗，并從CCS、DNV、ABS 或 BV四家認(rèn)證機(jī)構(gòu)之一獲得機(jī)組整體的最終檢驗證書，第三方檢驗取證費(fèi)用由投標(biāo)人承擔(dān)。

The Bidder shall promise to obtain the Third party certification for Shutdown Valve which issued by one of classification society (ABS,DNV,CCS, BV etc.). The cost for third party certification shall be at bidder’s account. The bidder shall specify the selected certification authority in the tender document. 4)★投標(biāo)人所供的閥門等壓力管道元件制造商應(yīng)取得由國家市場監(jiān)督管理總局頒發(fā)的特種設(shè)備制造許可證（TS A1證書）及覆蓋本次招標(biāo)范圍的由第三方頒發(fā)的特種設(shè)備型式試驗證書,投標(biāo)人應(yīng)在投標(biāo)時提供上述證書的掃描件。
The manufacturers of pressure pipeline components such as valves provided by the bidder shall obtain the special equipment manufacturing license (TS A1 certificate) awarded by State Administration for Market Regulation and the special equipment type test certificate covering the scope of this bidding awarded by third party,Bidders should provide scanned copies of the aforementioned certificates during the bidding process.5)★所有防爆設(shè)備要求應(yīng)滿足EEx’d’ IIB T4，防護(hù)等級應(yīng)至少滿足IP56 或 IP66。
投標(biāo)人應(yīng)承諾為所有防爆設(shè)備提交由中國國內(nèi)防爆認(rèn)證機(jī)構(gòu)或IECEx 頒發(fā)的認(rèn)證證書和防爆檢驗報告，防護(hù)等級證書或防護(hù)等級檢驗報告等，符合3C目錄且應(yīng)取得3C認(rèn)證。
All explosion-proof equipment requirements should meet EEx'd'iIB T4, and the protection level should be at least IP56 or IP66. Bidders shall undertake to submit certification certificates and explosion-proof inspection reports, protection level certificates or protection level inspection reports issued by domestic explosion-proof certification agencies or IECEx for all explosion-proof equipment, in compliance with the 3C catalog and obtaining 3C certification.6)★是否接受聯(lián)合體投標(biāo)：否Joint Venture: Not Acceptable7)★所投產(chǎn)品為國內(nèi)產(chǎn)品：投標(biāo)人須為關(guān)斷閥的制造商，不允許代理商投標(biāo)。
★所投產(chǎn)品為境外產(chǎn)品：投標(biāo)人應(yīng)為關(guān)斷閥的制造商或關(guān)斷閥制造商唯一授權(quán)的代理商。
投標(biāo)人為代理商時，應(yīng)得到本次投標(biāo)關(guān)斷閥制造商的唯一合法授權(quán)，并在投標(biāo)時提供以下材料（蓋制造商公章）：1）在有效期內(nèi)的關(guān)斷閥制造商授權(quán)書；2）關(guān)斷閥制造商承諾函，承諾投標(biāo)所投產(chǎn)品為制造商工廠生產(chǎn)。
★ PRC Domestic Products: The bidder must be manufacturer of shutdown valves. Agents are not accepted.★Goods offered from outside PRC Customs Territory: The Bidder shall be the manufacturers of shutdown valves or agents who authorized solely by the manufacturer of shutdown valve.When the bidder is an agent, they should obtain the sole legal authorization of the shutdown valve manufacturer for this bidding and provide the following denouements (stamped with the manufacturer's official seal):1) Authorization letter from the manufacturer of the shutdown valve within its validity period;2) Commitment letter from the manufacturer of the shutdown valve, promising that the products submitted for bidding will be produced by the manufacturer's factory.8)★未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以Bid without the bidding documents：NOT Available（2）★業(yè)績要求Requirement for Bidder's reference:2014年 1 月 1 日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投的關(guān)斷閥的制造商至少具有 2 臺關(guān)斷閥（閥體材質(zhì)A182F51，尺寸≥28”，磅級≥600LB）的供貨業(yè)績。
From January 1, 2014 to the Bid Deadline (subject to the contract signing date), the bidder shall have at least two sets of the shutdown valve supply reference (Material of Valve Body is A182F51, Size is ≥28” and Rating is ≥600LB) .投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。
業(yè)績證明文件包括但不限于：1）銷售合同原件掃描件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同首頁、簽字蓋章頁、合同簽署時間、制造廠家名稱、貨物名稱、關(guān)斷閥材質(zhì)、尺寸、磅級，到貨驗收證明文件。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)滿足上述業(yè)績要求的，均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1)copies of sales contract (including cover page, signing page and technical appendix etc) and 2)Receiving certificate of arrival of goods.The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, material of Shutdown Valve Body, Size, Rating and Arrival acceptance materials (including arrival receipt, classification society certificate etc.)If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
