中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工 （以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項目160萬噸/年乙烯裝置560臺裂解爐燃燒器進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase five hundred and sixty (560) Sets of cracking furnace burners of 1600 Kta LOP Plant for CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：中海殼牌石油化工 （以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項目，以實現(xiàn)其打造世界級、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

主要技術(shù)規(guī)格：重油爐燃燒器的功率是2.569MW、氣體爐燃燒器的功率是1.187MW輕油爐燃燒器的功率是2.250MW

Main Specifications: The burner power of the heavy feed furnace is 2.569MW, the burner power of the light liquid furnace is 1.187MW and the burner power of the gas furnace is 2.250MW.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求

Requirements for Qualification of Bidder

 

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；

如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 投標(biāo)人所投產(chǎn)品的制造商須具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書。如果有國家相關(guān)部門發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)，投標(biāo)時須提供證書復(fù)印件。

B. The manufacturer of the bid product shall have valid GB/T19001 (ISO9001) Quality System Certification, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail. Copy of these certificates must be provided when bidding.

 

C．本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)是投標(biāo)貨物的制造廠商（包括制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司）。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供聲明，說明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。

C. Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods (Include the company responsible for sales within the manufacturer's group). If the bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the bidder and the manufacturer belong to the same group and are responsible for the sale of the bid goods.

（2）業(yè)績要求Requirement for Bidder's reference:
2014年1月1日至投標(biāo)截止日（以合同簽訂時間為準(zhǔn)），本次投標(biāo)貨物的制造商應(yīng)具有至少2個合同的中國境內(nèi)新建乙烯項目裂解裝置的裂解爐燃燒器的供貨業(yè)績，且滿足業(yè)績里的單臺裂解爐公稱能力≥15萬噸/年的技術(shù)要求。

From January 1, 2014 to the deadline for submission of bids (subject to the time of signing the contract), The manufacturer of bid goods shall have at least 2 contracts for the supply of cracking furnace burners for new ethylene cracking plants in China, and meet the performance of a single cracking furnace nominal capacity of more than 150,000 tons/year of technical requirements.

 

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調(diào)試驗收報告或其他可以證明合同項下貨物已經(jīng)到貨驗收的有效證明材料）。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、貨物名稱、中國境內(nèi)新建乙烯項目名稱、單個裂解爐的公稱能力、用戶簽字或蓋章的到貨驗收材料。

若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的到貨驗收材料均算為1個有效業(yè)績。

未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence.The documentary evidence shall include: 1）sales contract and 2) the arrival acceptance materials signed or stamped by the user(Receipt of goods or debugging acceptance report or other valid certification materials that can prove that the goods under the contract have arrived for acceptance). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: 1）Date of signing contract, Contract signing page (domestic trade contract shall be sealed by both parties, international trade contract shall be signed or sealed by both parties), name of manufacturer, name of Goods, Name of new ethylene project in China, nominal capacity of a single cracking furnace and the arrival acceptance materials signed or stamped by the user. If the performance contract is an annual agreement, in addition to the annual agreement, the corresponding incoming orders should be provided, and the contents or numbers of the orders should be associated with the annual agreement. The provision of one or more orders and the arrival and acceptance materials corresponding to the orders under the same annual agreement shall be counted as a valid performance.

Failure to submit performance documentation, or through the performance documentation provided cannot be determined to meet the above performance requirements, shall be regarded as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from December 13, 2024 to December 20, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
