一、比選條件
重慶儲備糧管理集團 豐都 勞務外包服務項目已具備競爭性比選條件，項目業(yè)主重慶儲備糧管理集團 豐都 ，采購資金來自業(yè)主自籌，誠邀各潛在比選申請人參與投標。
二、項目名稱和服務內容及要求
1.項目名稱：重慶儲備糧管理集團 豐都 勞務外包服務項目。
2.服務內容及要求：
(1)負責辦理各類人事手續(xù) (包括但不限于招聘、入職、離職，勞動合同簽訂、續(xù)簽，保險新增、減少，職工退休)等手續(xù)；
(2)負責勞務外包員工的管理；
(3)負責勞務外包員工的工資核算及發(fā)放，代扣代繳個人所得稅以及社會保險費用、意外傷害保險的購買繳納；
(4)負責勞務外包員工工傷申報、認定、傷殘等級鑒定及理賠等事宜；
(5)提供勞動法律事務咨詢服務，解決各類糾紛；
(6)處理各類突發(fā)事件；
(7) 提供其他人力資源相關服務。
2.外包范圍：搬運、裝卸、加工、電工、清潔（定向瑤溪庫）、門衛(wèi)（定向瑤溪庫、新城庫）等工種勞務外包。
3.工作
4.勞務人員保險：由比選申請人為勞務人員辦理團體意外傷害險、社會保險及其他保險并繳納保險費用，每名勞務人員因意外傷害的保險賠付金額不低于100萬元。
5.服務期限：合同簽訂之日起2年，合同內容詳見附件《勞務外包服務合同》。
6.履約保證金：簽訂合同前，中標人須向招標人繳納履約保證金10000.00元（大寫金額：壹萬元整），協(xié)議履行期間未出現(xiàn)任何事故或違約行為，合同期滿后招標人在三個工作日內無息退還。
7.本項目不接受聯(lián)體投標。
三、競爭性比選申請人資格要求
1.具有獨立法人資格；
2.具備有效的營業(yè)執(zhí)照（注冊資本≥500萬元）；
3.應持有有效期內的人力資源和社會保障局頒發(fā)有效的人力資源服務許可證或勞務派遣經(jīng)營許可證，提供上述許可證復印件加蓋投標人公章；
4.業(yè)績要求：
2022年1月1日至投標截止日（以合同簽訂時間為準），獨立完成至少3個裝卸業(yè)務、搬運業(yè)務的外包項目服務業(yè)績（需至少1個國有企、事業(yè)單位服務合同）。（注：須提供合同協(xié)議的復印件或掃描件，并加蓋比選申請人公章。）
四、競爭性比選競標報價要求
勞務外包管理費控制價費率 : ≤12%；管理費記取基數(shù)為勞務人員的勞務費用，勞務費用的記費標準及金額由招標人提供。該勞務外包管理費為含稅價，包含安全費、管理費、保險費用、培訓費、風險金、稅費等所有費用。比選申請人的競標報價均不得超過勞務外包管理費控制價費率，否則將視為無效競標。
五、投標與開標
（一）比選文件獲取：本次比選公告在重慶國際投資咨詢集團 官網(wǎng) 上發(fā)布。愿意參加的比選申請人，自2025年2月24日至競爭性比選響應文件遞交截止時間前，自行前往下載。不管比選申請人是否下載，均視為已知曉競爭性比選文件的全部內容和有關事宜。本項目不需要報名，直接投標。

1.投標方式。本項目采用現(xiàn)場投標或郵寄投標兩種方式。（1）采用現(xiàn)場投標的，由投標人的法定代表人本人或其委托代理人持投標文件一套（含投標報價書原件、營業(yè)執(zhí)照復印件、資質證書復印件、法定代表人授權委托書原件等有關資料，須裝訂成冊）到投標地點投標，投標文件中所有復印件均需加蓋投標人公章。投標文件須裝入檔案袋，檔案袋密封后四角加蓋投標人公章。投標人不按規(guī)定封裝投標文件視為廢標。（2）郵寄投標所需資料與現(xiàn)場投標資料相同，采用郵寄投標的投標人須考慮投遞遲延風險。（3）逾期送達的或者未送達指定地點的投標文件，招標人不予受理。
