中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受（以下稱為“招標(biāo)人”）委托，就燃驅(qū)天然氣壓縮機(jī)進(jìn)行國(guó)際公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by China National Offshore Oil Corporation (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Gas Turbine Driven Gas Compressor Skid by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：樂(lè)東22-1氣田綜合調(diào)整工程項(xiàng)目通過(guò)樂(lè)東22-1CEP平臺(tái)老井降壓增產(chǎn)，依托樂(lè)東22-1CEP平臺(tái)，新建一個(gè)樂(lè)東22-1PRP平臺(tái)進(jìn)行老區(qū)氣藏開(kāi)發(fā)，新建一個(gè)樂(lè)東22-1WHPB井口平臺(tái)進(jìn)行新發(fā)現(xiàn)南部氣藏進(jìn)行開(kāi)發(fā)。本項(xiàng)目需要在新建的樂(lè)東22-1PRP平臺(tái)增加1套燃驅(qū)天然氣壓縮機(jī)。
Project Summary：Ledong 22-1 Gas Field Comprehensive Adjustment Project aims to reduce pressure and increase production of old wells through the Ledong 22-1CEP platform. With the support of the Ledong 22-1CEP platform, a new Ledong 22-1PRP platform will be built for the development of old gas reservoirs, and a new Ledong 22-1WHPB wellhead platform will be built for the development of newly discovered southern gas reservoirs. This project requires the addition of one gas turbine driven wet gas natural gas compressor on the newly built Ledong 22-1PRP platform.

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid business registration certificate.
B.1）投標(biāo)人應(yīng)為燃?xì)廨啓C(jī)制造商或（針對(duì)本次項(xiàng)目）其唯一授權(quán)的燃驅(qū)天然氣壓縮機(jī)的制造商（成橇商）。2）燃?xì)廨啓C(jī)制造商和（針對(duì)本次項(xiàng)目）其唯一授權(quán)的燃驅(qū)天然氣壓縮機(jī)的制造商（成橇商）不得同時(shí)單獨(dú)投標(biāo)。本次招標(biāo)不接受代理商投標(biāo)。
1) The manufacturer of the gas turbine or (For this project) the only authorized manufacturer of the gas driven natural gas compressor (skid manufacturer);
2) The gas turbine manufacturer and (For this project) the only authorized manufacturer of the gas driven natural gas compressor (skid manufacturer) shall not bid separately at the same time; Bid by agent is not accepted.

2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少1個(gè)合同的與投標(biāo)所使用的相同型號(hào)燃?xì)廨啓C(jī)的供貨業(yè)績(jī)（供貨業(yè)績(jī)的制造商必須是投標(biāo)人）。2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人本次投標(biāo)所使用的壓縮機(jī)的制造商應(yīng)有至少1個(gè)合同的壓縮機(jī)供貨業(yè)績(jī)，處理介質(zhì)為天然氣，且滿足壓縮機(jī)處理量應(yīng)不低于172x104Sm3/d的技術(shù)要求。
投標(biāo)人須按規(guī)定格式提交燃?xì)廨啓C(jī)業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件和2）用戶簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、貨物名稱、燃?xì)廨啓C(jī)型號(hào)及用戶簽字或蓋章的到貨驗(yàn)收材料。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)滿足上述業(yè)績(jī)要求的，均視為無(wú)效業(yè)績(jī)。
From January 1, 2014 to the deadline for bidding (based on the time of contract signing), bidders should have at least one supply performance of the same model of gas turbine used in the bidding (the manufacturer of the supply performance must be the bidder). From January 1, 2014 to the bidding deadline (based on the contract signing time), the manufacturer of the compressor used by the bidder in this bid should have at least one contract of compressor supply performance, with a processing medium of natural gas, and meet the technical requirements that the compressor processing capacity should not be less than 172x104Sm3/d.
Bidders must submit a gas turbine performance table in the prescribed format and provide relevant performance certification documents. The performance certification documents include but are not limited to: 1) a copy of the sales contract and 2) arrival acceptance materials signed or stamped by the user (arrival acceptance form or commissioning acceptance report or other valid proof materials that can prove that the goods under the contract have been received and accepted). The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), manufacturer name, goods name, gas turbine model, and arrival acceptance materials signed or sealed by the user. Failure to submit performance certification documents, or if the provided performance certification documents cannot reflect meeting the above performance requirements, shall be deemed as invalid performance.
4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2025年1月27日開(kāi)始至2025年2月12日止，請(qǐng)登錄中國(guó)海油供應(yīng)鏈數(shù)字化平臺(tái) on the page of Invitation for bid for purchasing Bidding Document from January 27, 2025 to February 12 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales.
