為商務(wù)部提供與世貿(mào)組織和區(qū)域貿(mào)易協(xié)定爭(zhēng)端解決有關(guān)的法律服務(wù)。
Provide legal service for disputing resolution in WTO or RTA disputes.

（2）采購標(biāo)的需執(zhí)行的國(guó)家相關(guān)標(biāo)準(zhǔn)、行業(yè)標(biāo)準(zhǔn)、地方標(biāo)準(zhǔn)或者其他標(biāo)準(zhǔn)、規(guī)范：
    (2) Relevant national standards, industry standards, local standards or other standards and specifications to be implemented for the procurement object：

符合中華人民共和國(guó)法律法規(guī)要求。
Conform with the requirements of laws and regulations of the People's Republic of China.

（3）采購標(biāo)的需滿足的質(zhì)量、安全、技術(shù)規(guī)格、物理特性等要求：

熟悉包括爭(zhēng)端解決在內(nèi)的世貿(mào)組織和區(qū)域貿(mào)易協(xié)定相關(guān)規(guī)則和實(shí)踐，按照委托方要求完成相關(guān)工作。
   Be familiar with the rules and practice of WTO and RTA, including dispute resolutions, and complete relevant work according to the requirement of the entrusting party..

（4）采購標(biāo)的的數(shù)量、采購項(xiàng)目交付或者實(shí)施的時(shí)間和 團(tuán)隊(duì)成員恪盡職守，并保持必要的謹(jǐn)慎和勤勉，嚴(yán)格按工作時(shí)限完成工作任務(wù)。
The number of team members is sufficient, and the members are qualified and experienced to provide the relevant legal services.The team members shall fulfill their duties, with due prudence and diligence, complete the work strictly according to the agenda.

3.本項(xiàng)目的特定資格要求：The qualification requirements for applicants投標(biāo)人應(yīng)當(dāng)具備下列條件：Bidders shall be with the following conditions:（1）投標(biāo)人應(yīng)為在中國(guó)境外合法設(shè)立的律師事務(wù)所（含在港澳臺(tái)地區(qū)注冊(cè)的律師事務(wù)所）。投標(biāo)人不得以其駐華代表機(jī)構(gòu)的名義投標(biāo)，但可通過其駐華代表機(jī)構(gòu)辦理相關(guān)事宜）；Bidders shall be law firms legally established outside the territory of China (including law firms registered in Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan,China).The bidder shall not submit bid in the name of its representative office in China, but can deal with the relevant matters through the representative office；（2）具有良好的商業(yè)信譽(yù)和健全的財(cái)務(wù)會(huì)計(jì)制度；HA/Ving good business reputation and sound financial and accounting system；（3）具有承辦委托法律服務(wù)事項(xiàng)的團(tuán)隊(duì)和能力；HA/Ving a team with the ability to provide the entrusted legal services；（4）已購買本項(xiàng)目招標(biāo)文件。HA/Ve bought the bidding documents of this project.
