2021年商務(wù)部律師事務(wù)所庫招標(biāo)項(xiàng)目——國際貿(mào)易和投資爭端子庫-世貿(mào)組織和區(qū)域貿(mào)易協(xié)定爭端境外律師事務(wù)所的潛在投標(biāo)人在中國通用招標(biāo)網(wǎng) 獲取招標(biāo)文件，并于2021年11月2日9:30時(shí) 按照委托方要求完成相關(guān)工作。

The number of team members is sufficient, and the members are qualified and experienced to provide the relevant legal services.The team members shall fulfill their duties, with due prudence and diligence, complete the work strictly according to the agenda.

5.合同履行期限：本項(xiàng)目服務(wù)有效期為2022年1月1日開始至2024年12 月31日為止。

二、申請人的資格要求
II. The qualification requirements for applicants

投標(biāo)人應(yīng)當(dāng)具備下列條件：

Bidders shall be with the following conditions:

（1）投標(biāo)人應(yīng)為在中國境外合法設(shè)立的律師事務(wù)所（含在港澳臺地區(qū)注冊的律師事務(wù)所）。投標(biāo)人不得以其駐華代表機(jī)構(gòu)的名義投標(biāo)，但可通過其駐華代表機(jī)構(gòu)辦理相關(guān)事宜）；

Bidders  shall be  law firms legally established outside the territory of China (including law firms registered in Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan,China).The bidder shall not submit bid in the name of its representative office in China, but can deal with the relevant matters through the representative office；

（2）具有良好的商業(yè)信譽(yù)和健全的財(cái)務(wù)會計(jì)制度；

HA/Ving good business reputation and sound financial and accounting system；

（3）具有承辦委托法律服務(wù)事項(xiàng)的團(tuán)隊(duì)和能力；

HA/Ving a team with the ability to provide the entrusted legal services；

（4）已購買本項(xiàng)目招標(biāo)文件。

VI. Other supplementary matters

1.政府采購政策：（不適用）
1. The government's procurement policy: (not applicable).

（1）鼓勵(lì)節(jié)能政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，優(yōu)先采購屬于國家公布的節(jié)能品目清單中產(chǎn)品。
     (1) Policy of encouraging energy conservation: under the same conditions of technology and service, the products in the list of energy-sA/Ving items published by the state shall be preferentially purchased.

（2）鼓勵(lì)環(huán)保政策：在性能、技術(shù)、服務(wù)等指標(biāo)同等條件下，優(yōu)先采購國家公布的環(huán)保產(chǎn)品品目清單中的產(chǎn)品。
    (2) Policy of encouraging environmental protection: under the same conditions of performance, technology and service, give priority to purchasing products in the list of environmental protection products published by the state.

（3）扶持中小企業(yè)政策：貨物和服務(wù)項(xiàng)目評審時(shí)小型和微型企業(yè)產(chǎn)品享受6%的價(jià)格折扣，用扣除后的價(jià)格參加評審；工程項(xiàng)目評審時(shí)小型和微型企業(yè)在采用原報(bào)價(jià)進(jìn)行評分的基礎(chǔ)上增加其價(jià)格得分的3%。
    (3) Policy of supporting small and medium-sized enterprises: when evaluating goods and services items, products from small and micro enterprises shall enjoy a price discount of 6%, and shall participate in the evaluation with the deducted price; during the project evaluation, on the basis of adopting the original quotation for scoring, scoring of small and micro enterprises shall be increased by 3% of the price scores.

（4）投標(biāo)產(chǎn)品不得為進(jìn)口產(chǎn)品。
(4) The bidding products shall not be imported products.

（5）本項(xiàng)目鼓勵(lì)節(jié)能產(chǎn)品、環(huán)保產(chǎn)品和中小企業(yè)投標(biāo)（監(jiān)獄企業(yè)、殘疾人福利性單位視同小型、微型企業(yè)）的具體辦法詳見第三章評標(biāo)辦法。與第三章評標(biāo)辦法內(nèi)容不一致的，以第三章評標(biāo)辦法規(guī)定為準(zhǔn)。
    (5) For specific measures for encouraging bidding of energy-sA/Ving products, environmental protection products and small and medium-sized enterprises in this project (prison enterprises and welfare units for the disabled are regarded as small and micro enterprises), please refer to Chapter III Bid evaluation Measures for details.In case of any inconsistency with the contents of Chapter III Bid evaluation Measures, the provisions of Chapter III Measures shall prevail.

2.辦理CA電子證書
2. Handle CA E-cert

本項(xiàng)目將通過中國通用招標(biāo)網(wǎng) （以下簡稱“本平臺”）進(jìn)行網(wǎng)上全流程招投標(biāo)，有意向的投標(biāo)人須在平臺注冊后辦理CA電子證書，使用CA電子證書進(jìn)行投標(biāo)文件編制、投標(biāo)文件（加密）遞交、參加開標(biāo)等招標(biāo)投標(biāo)操作。辦理CA電子證書后，也可以使用CA電子證書參加在本平臺進(jìn)行的其他全流程招投標(biāo)項(xiàng)目。
Thewhole process of the bid and bidding of this project will be online through the electronic bidding platform- China General Tendering Website ( ) (hereinafter referred to as "the Platform"). Potential bidders must apply for CA e-certificate after registering on the platform, and use CA e-certificate to prepare bidding documents, submit (encrypt) bidding documents, participate in bid opening and other bid and bidding operations. After handling the CA E-Cert, the bidder can also use the CA E-Cert to participate in other whole-process bid and bidding projects on this platform.

辦理CA電子證書有關(guān)事項(xiàng)如下：
Matters related to handling CA e-cert are as follows:

（1）辦理時(shí)間：請于開標(biāo)前1周完成辦理并檢查確認(rèn)可正常使用。      

(1) Time for handling: Please complete the handling within one week before the bid opening and check that it can be used normally.
