(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Natural Gas From South China Sealanding In Shenzhen by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．本次招標(biāo)不接受代理商投標(biāo)。

1）投標(biāo)人應(yīng)承諾自費委托國家應(yīng)急管理部認(rèn)可的認(rèn)證機(jī)構(gòu)（ABS/DNV/BV/CCS)之一對干氣二級壓縮機(jī)橇整體、變頻器成套柜和入口滌氣罐檢驗并獲得檢驗證書。
1）VENDOR shall at his own cost arrange inspection and obtain final certificate of The compressor Skids，Complete inverter cabinet and the Inlet Scrubber Skid from one of the certifying agencies authorized by National Emergency Management Department , which are ABS, DNV, BV and CCS.
（3）業(yè)績要求Requirement for Bidder's reference:
1）投標(biāo)人所投天然氣離心壓縮機(jī)本體的制造商應(yīng)自2013年1月1日至投標(biāo)截止日（以合同簽訂日期為準(zhǔn)）具有兩套電機(jī)驅(qū)動的天然氣離心壓縮機(jī)組在油氣田項目的供貨業(yè)績，該業(yè)績中電機(jī)功率應(yīng)不小于8MW、處理量應(yīng)≥500x104Sm3/d和出口壓力≥19450kPaG，并提供相關(guān)業(yè)績證明。
1) The manufacturer of the natural gas centrifugal compressor body supplied by VENDOR shall hA/Ve two sets of the natural gas centrifugal compressor unit driven by the motor in the Oil-gas field project from January 1, 2013 to the deadline for submission of bids (the date of contract signing), in which the motor power shall be ≥ 8MW, the processing capacity shall be ≥ 500x104Sm3/d and the outlet pressure shall be ≥ 19450kPaG, and provide relevant performance certificates.
2）投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、電機(jī)功率、處理量、出口壓力及到貨驗收材料。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、電機(jī)功率、處理量、出口壓力及到貨驗收材料的，均視為無效業(yè)績。
2) VENDOR shall furnish reference List in given form for the above-mentioned Requirement for VENDOR's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by VENDOR shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and Arrival acceptance materials.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
4. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2023年8月9日開始至2023年8月16日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費），注冊成功后，方可 投標(biāo)人須在線填寫 招標(biāo)文件每套售價為200元人民幣或30美元，售后不退。對于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 9August 2023 to16August 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
